PR card Not Accepted by Airline - No Boarding

I had a flight this morning to toronto. The
airline before checking me in had to punch the pr card number to allow me to board.
Unfortunately on entering the PR card number the message they received was "verify canadian visa or PSGR must obtain ETA".
I was not allowed to board and its still unclear its the airline error or actually an immigration issue. this is the first time i am using my PR card which i received 5 months ago.
before i book my ticket with another airline i want to confirm with the immigration and understand this strange situation..
does anyone know which email id or office can assist me with this

We are sorry that you have experienced this.
You may want to try and contact the nearest Visa Office outside Canada for some information on how to proceed.
You may also want to try and contact the Immigration, Refugees and Citizenship Canada (IRCC) Call Centre directly. Some of our users have reported that they have been able to contact IRCC recently from abroad by dialing 1 613 944 4000. Listen to the options to get to IRCC (Press 1 and then 1 again).
Long distance charges will apply.
