Visitor Visa or Super Visa?

we had a consultation done with a lawyer regarding my dad's immigration who is 74 and became a single parent after my mom's death couple of months ago with no one back home to look after him.
The lawyer mentioned that he can extend his stay from within Canada and apply through the draw that takes place every January for parents immigration.
Now I was recently told from some other people who actually been through this process, advised us that my dad can't apply for immigration on a visit visa which is only valid for 6 months.
It won't make a difference even after the visa extension but he can do that on a super visa (valid for 10 years and he is allowed to stay for 2 years in a row).
Now my question is which statement is true, applying for immigration with a visitor visa or super visa?
Means now we will have to apply for his super visa first and then wait for January draw?
my other question is can we convert visit visa to a super visa from within Canada?
I need desperate help please.
thank you.
