Student Loan for Children in Universities

Hi,
I was in Alberta for couple of years then had to move out to find a job during recession in 2009. Since then we are living overseas on Non- Resident of Canada Status.
Two years ago, my son got enrolled into UoT for a full time program, however he has been told he is not eligible for federal and provisional student loan program. It would be highly appreciated if you someone could advise.
