Extended Absences from Ontario - OHIP

What is meant by "Any Reason" Two-year terms (specific residency requirements must be met for 5 years between absences) on the Ministries website?
My father's OHIP was "Blocked" unfortunately he was out of Ontario for more than 212 days, as he became ill and was unable to travel back.
He is returning to Ontario.
Are there circumstances where OHIP can be reinstated without the 90 day period due to out of country absences secondary to critical illness?
