Job for Temporary Foreign Worker

Hello
I have a very good friend who lives in Cuba.
He would like to come to Canada to work on a farm, temp work for example picking fruit in the fall.
He is in his 20's and is a very hard worker. He has a wife and 2 children so he would be returning to Cuba.
I believe there are programs available for foreign workers but I have had no luck finding employers who are looking for people.
How do I find an employer who is looking for people?
Any information would be greatly appreciated. I would be willing to sponsor this person or do whatever I can to help them. If you have any advise please let me know.
