Is Landlord Responsible for Air Duct Cleaning?

We have been renting our townhouse now for over a year and with the colder weather on the way the furnace will be in use and there's a thick layer of dust/dander in our vents.
We brought it to our landlords attention as my son and I have a allergy to dander which we were both allergy tested.
He said he would look into it and get back to us, 5 months later we brought it to his attention again as I would like it taken care of before winter and he said he wasnt going to clean them.
My question is, is the landlord responsible or the tenant to have them cleaned out?
