Urgent Heat Inquiry

I live in a duplex, my suite doesn't have a thermostat.
Heat is supposed to be included in my rent but I have been asking my neighbor (who has an imaginary grudge against me) to be reasonable duh, she's insisting it's still too warm to turn the heat on.
It's on but it's still freezing. So I ask the landlord for a solution, he's upset because it's never been an issue before.
He wants to make her pay for my thermostat (obviously illegal), but before I can strong arm him into actually booking the installation I have to make sure that I'm legally entitled to a thermostat.
My rational is my neighbor shouldn't have anything to do with my heat.
I'm Manitoban btw.
We don't have a forum, so any advice you can give me would be so appreciated.
