How to apply, processing time, if you're outside of Canada...

Hello all.

My mother applied for PR way back in the 90s (parent living there) but she did not fulfill the 2 years stay requirement. It's been a long time and her PR status is still not challenged officially. Is it possible for her to re-apply/renew her PR if she goes back to Canada and stays for two years? Since I read somewhere that a PR is only removed if an official review had been completed.

She didn't go back to Canada back then because she became pregnant and did not want to be a single mother in a country speaking another language, since job-searching and supporting the family would be reasonably harder.

Anyway, two questions
1. Does she still have PR status? Is it possible for her to re-apply/renew her PR if she goes back to Canada and stays for two years?
2. Can she sponsor an adult child (under 22) to be a PR now? Or can she do that after living in Canada for two years?
