The new owners of our building have cancelled the Tenant insurance included in our lease agreements without compensation, and are demanding proof of personal insurance. Is this lawful?

Hi,
PR card Photo Rejected,
I am landed on 27,Sep,2020, and on 13 Nov, 2020 I received an email from IRCC that your Photo is not meet the requirements, so I resubmitted the photo can anyone tell me how long it take to receive my PR card Because I need to go my back home country.
please help me if anyone knows the processing time of my PR card.
