Postgraduate certification in Toronto Ontario

Hi,
I am studying a 1 year postgraudate certification at Humbe, Toronto Ontario. I see recently there are many policies announce by the Federal Government mentioning the academic requirement to be diploma, degree, master degreee, but never mention about postgraduate certification. I am concerning my postgraduate certification is not relevant to the Federal Governement requirement in terms of diploma, degree, master degree. Am I eligible to apply with this postgraudate certification when the Federal Government requirement is diploma, degree or master degree?
Can anyone answre my question?
