How to apply, processing time, if you're outside of Canada...

So my Immigration lawyer forwarded me the email that I was approved. He said go to the link, and into the portal to apply for the card. I clicked the only link on that email and clicked Permanent Resident Portal. I created a login and now the only thing it let me do was start a new application. There is no option to confirm my permanent residence and create my permanent resident card. When I try to search online, some sites are saying as a new resident, the card should automatically be sent to me. The email, however, is saying something different. I am having trouble reaching my Immigration lawyer also, so asking here.
