Embassy Closure affecting Ukrainian Drivers

I am hosting a young Ukrainian man who is an experienced driver (7years) back in the Ukraine. We are trying to get him an Ontario Driver's license. We have been told he must write the G1 knowledge test. With presentation of a document from the Embassy that he has a clean record, he can immediately test and obtain his full G with his current experience. Unfortunately the embassy has let us know that this is impossible due to its scaled back services. He would like to work in the trucking industry and without this letter he will have to wait a full year to obtain his G. Do you know of any way around this?
