N12 - How many times can landlord withdraw?

I am a tenant a good and peaceful one.
Not so much with the landlord.
They have filed 2 N12s against me and withdrawn both.
I believe they would have lost both, yes N12s heavily favor the landlord and they had a paralegal but I had evidence and credibility.
The landlord is starting to exhibit good landlord behaviour after this second time and might be winding up for a 3rd attempt.
How do I protect myself against the constant threat of this aggression?
