How to apply, processing time, if you're outside of Canada...

Applied to renew my PR Card back in March. After not receiving my card, called CRC in October and was informed that it was mailed to my home address (instead of my mailing address) in June.
The agent advised me to complete a Solemn Declaration. My question is: 1. Do I need to complete another application asking with the Solemn Declaration? 2. How long will it take to receive the replacement card? 3. If I qualify for urgent processing, how long will it take to receive the replacement card? 4. Is there any chance to pick up the replacement PR card in person from a local office?

You can find helpful information on the application process in IRCC's guide "Solemn Declaration Concerning a Lost, Stolen, Destroyed or Never-Received Permanent Resident Card". It is a separate application, and IRCC has a webpage dedicated to processing times for immigration applications. As of today, the typical wait time is 50 days for this application. Urgent processing is available, if you need your PR card urgently, follow these instructions.
If you are leaving Canada in less than 3 weeks, and already applied for your PR card but won't recieve it before you leave, IRCC suggests:
We can’t process a PR card application in less than three weeks. Once you’re outside Canada submit a PRTD application to the nearest visa application centre. If your return flight to Canada is in less than six weeks:
- mark your application “urgent”
- provide your travel dates and flight itinerary when applying
A PRTD will let you re-enter Canada if you don’t have a PR card. Without a PR card or a PRTD, you won’t be able to travel to Canada except by private vehicle.
