Can Federal PR live in Quebec without CSQ?

I'm a landed immigrant through the Federal Process, I've heard that in order to live in Quebec you need a Certificate du Selection du Quebec (CSQ)

I landed in Montreal originally without having a CSQ, but I am living in Toronto, I'm considering moving to Montreal due to job opportunities and provided that I also speak french

I guess since my residence papers say destination Toronto, CIC expects me to settle here, however I'd like to know if I can move to Montreal without any hassle or will be denied healthcare due to the lack of CSQ or will I have problems with CIC because I initally mentioned I was going to live in Toronto. I tried to check that with immigration, but they are not very clear on that, and looks like it is completely up to immigration Quebec.

Is there any problem about moving to Quebec as a resident without having a CSQ? If so, is there any way to change that?
