PR Renewal - Invitation or an RQ?

Hi Anna,
I applied for my spouse's PR card renewal, online status shows that it was approved and sent to local office.
Now we have received a letter that states:
Your new permanent Resident (PR) Card has been received at the Toronto Office.
According to the Immigration and Refugee Protection Act, all permanent residents of Canada are subject to a residency assessment at the time of distribution of their new PR card. An immigration official will review your documents and may request additional information to determine your eligibility for a PR card.
Required Documents:
This letter All Passports (Current and Expired) List of absences from Canada Valid Photo IDs Expired PR Card Proof of residence in Canada
Every person who receives this letter must appear in person, no exceptions.
Date and Time etc.
My question is:
Is this an RQ or invitation to come and collect the PR card. Could it be converted into an RQ?
Your help will be greatly appreciated.
Thanks -Ray
