Delayed Citizenship Card for Child Abroad

I applied for a citizenship card in Feb. 2013 for a child who was born & still lives abroad. I applied from Canada - I am a Canadian citizen for the last 30 years. It has been almost 2 years (20 months) still no card. When I call. am told its still in process!!! What can I do?? Am at my wits end!
To make matters worse, I am applying to sponsor the mother but that takes long. In the meantime, they cannot give them a visitor's visa to visit me so.... Please help!
