Topic: Expired PR card & Expired Passport- How to renew?

 My PR card and Dutch passport are both expired.

Can I renew my PR card by providing a copy of my expired passport, or must I renew my Dutch passport first?

I have my landed immigrant document.

I have tried calling the CIC office but they`re too busy and the line disconnects.
