Ineligibility for Ontario Child benefit

Hi
I have a question which is related to my child benefit.
I am landed immigrant with my husband back in mid 2013 and left Canada after landing.
Now i have returned in mid 2014 and applied for CCTB.
CRA refused to give us OCB as my husband's worldwide income was 40000$ in 2013.
Based on that they make me ineligible for OCB.
My question is that how they assess our 2013 income as family net income without filing proper tax and deductions.
Is there any compassionate ground to appeal as what my husband earned in 2013 is all we spend in moving here and settlement now we are in need and very less amount is available to us for our daily needs.
i do not want social assistance either but need my cctb ocb in full so i can fulfill my son's needs.
Do we have any option to let CRA overturn the decision?
I am aware of the fact that 40000 makes one ineligible for ocb.
What if a person earning 40000 in canada how his net family income determine without deductions and tax credits?
As in my case determine ocb on my husband's income before deduction. |
