Landlord Refusing to Provide Parking Space

Where I live there are parking spaces behind the building.

Since I bought a car the landlord has refused to provide me with a parking space there.

Instead, he has provided me (at a cost) with a parking space at another one of his properties, but it is 5-7 minutes walk away, and it is very inconvenient when I have groceries or other heavy items to carry.

Additionally, when it is raining or other bad weather it is a very unpleasant walk.

On a few occasions, I have parked there and he has called the city to issue me a parking ticket.

I have complained to the parking authority at city hall and they agree that it is not fair but they say there is nothing they can do.

The landlord tells me that he does not have to provide me with a parking spot.

Instead, he uses any free ones to attract new tenants.

Is this legal?
