Cockroaches and Other Issues - Please Help

So my girlfriend and I moved in on march 1st, we had no warning of the bugs or anything.
I viewed the apt and it all seemed fine not smelly no bugs w.e else it seemed great.
Now by march 5th we had roaches all over our walls counters etc, and by the 6th with no report from us they had pest control people come in and spray.
so after they sprayed we still have them in the house thought not as bad, but I think I found bedbugs when we finally came back (sprayed on march 9th and we returned to the unit on the 13th) and I noticed 2 little black specks moving like ants(about 2mm or less and I read theyre 2nd stage larva of bedbugs).
which I read is how bedbugs move, so i also read roaches eat bedbugs and I'm thinking that because the roaches are on their way out(hopefully) the bedbugs are going to start to thrive.
Id rather not break my lease but I want to move to a different building under the same company in a different area of Kitchener.
but at the same time I wont pay anymore rent for bugs.
so i guess im asking.. do they have to tell me about the bugs (roaches or bed bugs) before i sign the lease/move in, and is there a way out my building/area because the whole street is infested with either or both.
so I know my current street isnt an option.
I am trying to help my girlfriend get her son back and f&cs wont allow that with bugs around.
ive asked for a second spraying for roaches and a first for possible bed bugs.
So any info or suggestions would be appreciated as this needs to be dealt with asap.

I am a Canadian citizen born and raised and this is my first apt. ive listed what i can remember doing, between work, life and this, ive had a long stressful month so my details may be a bit hazy but as accurate as i can make it atm maybe specific questions would help me be more specific.
