Want to move to Canada then apply for PR?

Hi there.

Long story short - me and my fiancee have been together for almost 5 years, she is a Canadian but we both live together in South Africa. We can apply under common-law sponsorship as far as I understand, as we are not rushed to get married and are very happy. I have noticed:

1) Applying from outside Canada is very hard because we need to prove intent to reside in Canada, and although we could explain how terrible our country is, we dont actually have any proof other than our savings account that we are building up for our move.\

2) Applying from inside Canada would require me to be there with her after she moves, which is almost always refused since Canada would know that I will probably apply for a PR and not want to return to my country. Now, they have an open work permit for people inside Canada, but I cannot go to Canada with the intention of working there? How did they think this through, or am I missing something?

Our plan was to move there, my fiancee would get a decent job and I would immediately apply for PR and open work permit once we land, living off my savings until my work permit is approved. So why cant we do this? Why is there an open work permit but there is no entry visa for potential PR applicants?

It is really sad that we have to struggle so hard for me to get residency in Canada so that me and my partner could build our dream lives. We live in a country with one of the highest crime rates in the world, and we constantly have to hide in our homes and read the paper about women being abused and people being murdered. I dont understand how we are supposed to apply for sponsorship but we cannot do it from outside Canada, and we also cannot do it from inside, but they created an open work permit.

Am I missing something here? What would be the best possible way? I am not in a position to pay someone $4 000 to guide me through that process. Our exchange rate is a joke, and $4000 is literally 10 months' rent in my country.
