Processing time of PRTD on H&C ground

Hello,
I have three queries:
1. What is the processing time of PRTD on H&C ground at New Delhi, India?
2. My PR card expired in Nov 2011 and stayed only 1 month in 5 years’ time. Not able to return because of hardship (fund crunch). Mentioned in Application that I have enough fund now to settle in Canada and for children education I want to go back. What is the probability of getting PRTD?
3. Issue a PRTD means 100% assurance that I will get new PR Card for 5 years validity once I apply?
