Voluntarily Renounce PR Status

Hello,

I got a question regrading re-applying for PR after voluntarily renounce PR status.
My family immigrated to Canada in 2001. Everyone except my mom got Canadian citizenship in 2009
My mom had to go back to Korea to take care of my grandparents (both were sick) in 2007 and stayed there till few month ago
Her PR card expired for many years so we thought it would be better for her to give up her PR status and enter Canada with Travel Visa
Now my grandparents are passed away and she has no reason to go back she want to re-apply for PR to stay in Canada
Will she able to get PR even after giving up her PR status in recent year(2017)?
If so, my sister who is Canadian Citizen stayed with her in Korea in past five years.

Will it help her to meet residency obligations?
