Open Work Permit Processing Stopped

hi, I would like to know my status right now.
i applied permanent resident and work permit at the same time on January 2018. at that time my visitor Visa expired because returned documents from cic. the result from cic was stopped processing work permit because out of status.
I'm doing right now calling cic but high volume calling couldn't contact them.
I only can do is writing here.
first of all, I would like to know is I came back my country since 2 month right now stay here in canada as visitor.
Am I allowed apply for open work permit? and also I already paid work permit application fee.
should I paid again?or still can use what I sent to cic with cope of payments.
could you tell me step by step what I need to do.
