WES - Claim not having received documents

Hello and good evening,
My name is Katie, I am a newcomer to Canada and I am experiencing an extremely frustrating communication and "service level" with World Education Services (WES) in Toronto, Canada. It took me 1.5yrs to organize my German university to understand and produce the documents I needed (Diploma Supplement) and to send it to Toronto with Express Shipment via DHL. On 23 August they finally did, including an Academic Request Form I signed.
I myself sent a translation of the German-language documetn I received from a certified translator together with other degree certificate copies (from my graduate studies, too) to WES, also as registered letter.

4 Weeks passed by within which I called WES twice - the first time after everything was received according to tracking numbers on 4 September. The hotline representative confirmed on the phone all documents had been received and I need to wait 7-10 days for an update on my account. This update never came.
Now, after I called them again last Wednesday they claim that no document translation has been received. And, neither the DHL shipment from Germany was received/ the "required documents" did not get to WES.

I have proof of everything I sent them - I have the three tracking numbers for the three separate shipments they received. Yet, they put my application on hold saying they did not receive it.
How is it that I do not have any way to contact them to receive an actual response or even try to help or provide any service? I spent $254 on this application, it is vital for me to make progress with my application for Express Entry I plan for.
A friend that recently succeeded with his PR application told me to let WES drop the assessment for my first degree (Bachelor's in Business Communications from Hochschule fuer Technik und Wirtschaft, Berlin) and just only let them assess my degree from Nottingham University Business School (Master's in management).
For one I don't know if that is possible. For two, me (my university and myself) went to great lengths to get all documents in the correct form with correct name and the correct way to ship it to WES. I spent about EUR 150 on tihs only for the German university.
How is it possible that this organisation is not accountable to anyone? I found countless cases of people in similar situations like mine: documents were clearly received by WES but the organization claims they were not.
Clients are not provided with any direct contact to even the department assessing the degree or any way to send emails with attachment. I chose WES, I heard form WES because of their name being on the IRCC website. How can the government of Canada support such business practices?

I sent the copy of the translation (copy not original just as they asked) from Ottawa to Toronto.
And my institution sent the diploma supplement in a sealed envelope - directly to WES. WES only "updated" my account after my call on 19 September - when 4 weeks had already passed without any kind of update on their side. Now they put it on hold, for no reason whatsoever instead of finding my documents that were sent to them.
Or, at least telling me what the problem actually is and why they do not want to accept them.
