Rejection without Reason - Apartment

My sister just applied for an apartment in Toronto with me as her guarantor. Her application was rejected without reason. The landlord stated that it's their policy not to provide a reason. Is this a normal practice?
Not knowing the reason for rejection is frustrating and provides no feedback on what to improve or change for a future application. |
