Topic: Trade Worker - Challenge Certificate

 Many provinces offer trade certificate in my trade having two step. First is qualification certificate or journeyperson status and 2nd requirs to writing / practical exam inside Canada. can i apply as FTW if the provincial body approves my challenge application (before the writing / practical exam)?
