Topic: OSAP - Possible Before PR Card?

Hi there

I have arrived to Toronto last year, and I've applied for the refuge status. I'm still waiting for the trial.
unfortunately, I'm not allowed to work, so now I'm on wellfare
I want to enroll in a college program to increase my chances of getting a job.
My question is, Can I apply for OSAP if I'm a Toronto resident but without the PR?

Please advise
