According to the Steps to Justice website,

Your landlord cannot charge you extra fees for having guests or people staying with you. And in most cases, they cannot raise your rent because of that.

The provincial rent increase guideline gives most tenants some protection from unfair increases. But the guideline does not apply to all rental housing. If you are not protected by the guideline, your landlord might be allowed to raise your rent as much as they want without giving any reason. But they must give you 90 days' written notice.

Many cities, towns, and other municipalities have by-laws that say how many people can live in a place based on its size. Your local councillor or city hall might be able to help you find out what the by-law says.

If you are breaking a by-law by having too many people living in your home, your landlord could tell you to ask some people to leave. If you don't, the landlord could try to evict you.

As of April 28, 2017, IRCC has eliminated the Conditional Permanent Residence rule for spousal and partner sponsorships.

However, it is important to remember that sponsors are still financially responsible for sponsored spouses/common-law/conjugal partners for a total of 3 years after they arrive in Canada, even if the relationship breaks down.

Your landlord must give you a written notice at least 90 days before your rent goes up. For example, if your landlord wants to raise your rent on June 1, they must give you a written Notice of Rent Increase no later than March 2.

This notice should be on a Form N1 or N2 from the Landlord and Tenant Board. If your landlord does not use the Board's form, the notice might still be legal if it includes all the information that is on the Board's form.

As a Canadian Citizen, you are eligible to apply to sponsor your spouse while outside Canada.

If you are a Canadian citizen not residing in Canada, you may sponsor your spouse, common-law or conjugal partner and/or dependent children who have no dependent children of their own. You must demonstrate that you will live in Canada once they become a permanent resident.



Regarding the information you were provided about your husband receiving Canadian Permanent Residence in 3 months, the Immigration, Refugees and Citizenship Canada (IRCC) website indicates that it will take at least 12 months in the IRCC Check Processing Times section.
