If you by being a student, you are concerned about an income requirement, in terms of a specific income requirement in order to sponsor a spouse to Canada, there is no income requirement at all for spousal sponsorship applications.

Although there is no income requirement, you must not be receiving welfare benefits from any province (other than for disability) and you must not be in bankruptcy proceedings or an undischarged bankrupt.

You can also find some additional and very detailed, specific information in the Guide 3900 - Sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside Canada.

According to the
Operational Manual ENF 23 - Loss of Permanent Resident Status,


7.5. Accompanying a Canadian citizen outside Canada

R61(4) provides that each day a permanent resident is outside Canada accompanying (that is,ordinarily residing with) a Canadian citizen constitutes a day of physical presence in Canada,provided that the Canadian citizen they are accompanying is a spouse or common-law partner or parent. In the case of a permanent resident outside Canada accompanying a Canadian citizen, it is not necessary to determine who is accompanying whom, nor is it necessary to determine for what purpose. In other words, under A28(2)(a)(ii) and R61(4), as long as a permanent resident is accompanying a Canadian citizen, the intent and purpose of their absences are not relevant as the residency obligation is met.


So from the situation described, each day a permanent resident is accompanying a Canadian citizen spouse or common-law partner outside Canada, constitutes a day of physical presence in Canada for their permanent residence requirement. It is interesting to note that it also states,

In the case of a permanent resident outside Canada accompanying a Canadian citizen, it is not necessary to determine who is accompanying whom, nor is it necessary to determine for what purpose.

In other words, under A28(2)(a)(ii) and R61(4), as long as a permanent resident is accompanying a Canadian citizen, the intent and purpose of their absences are not relevant as the residency obligation is met.

You can find some additional information in the Immigration, Refugees and Citizenship Canada -How long must I stay in Canada to keep my permanent resident status? FAQ. Here is an excerpt,
Residency Requirement

To maintain their status as a permanent resident, you must live in Canada for at least two years within a five-year period. During this time you must be here physically.The two years may not need to be continuous.

An officer can confirm if your time in Canada counts when you:
  • re-enter Canada, or
  • apply for a permanent resident card.

Time spent outside Canada may also count towards the two years if you are:

  • travelling with your spouse or partner who is a Canadian citizen,
  • a child travelling with his or her father or mother who is a Canadian citizen,
  • an employee of (or under contract to) a Canadian business.

It may also count if you are:

travelling with your spouse or partner who is a permanent resident and works full-time for:

  • a Canadian business, or
  • the public service of Canada or a province,


When you state "PR Renewal", if you are referring to renewing the PR card in order to enter Canada because it has expired, your wife may have to apply for a Permanent Resident Travel Document.

Here is an excerpt,

You can apply for a permanent resident travel document if you:

  • are a permanent resident,
  • do not have a valid PR card showing your PR status,
  • are outside Canada, and
  • will return to Canada by airplane, boat, train or bus.

and additionally in the Applying for a travel document (permanent resident abroad) (IMM 5529) section,

This application is for permanent residents outside Canada who do not have a valid permanent resident card to return to Canada. Travel documents are issued to permanent residents abroad to provide proof to a transportation company that the holder is entitled to re-enter Canada as a permanent resident.

Note to holders of a:

  • Record of Landing (IMM 1000)
  • Confirmation of Permanent Residence (IMM 5292 or IMM 5688)


These documents are not valid for travel to Canada. You must have a permanent resident card or a travel document to re-enter Canada by train, plane, boat or bus.

Who should not apply for a travel document?

Canada’s entry requirements are changing

Permanent residents (PR) of Canada must carry and present their valid PR card or permanent resident travel document (PRTD) when boarding a flight to Canada, or travelling to Canada on any other commercial carrier. If you do not carry your PR card or PRTD, you may not be able to board your flight, train, bus or boat to Canada.

It is your responsibility to ensure that your PR card is still valid when you return from travel outside Canada, and to apply for a new PR card when your current card expires.

Returning by private vehicle

There are other documents you can use to enter the country.

When you return to Canada, apply for a PR card if you plan to travel outside Canada again.

Some examples of private vehicles include, but are not limited to: a car, truck, motorcycle, or recreational vehicle that you own, borrow, or rent, and that is not available for public use.

Returning by commercial vehicle: airplane, bus, train, or boat

You must apply for a permanent resident travel document (PRTD), valid for one entry. Otherwise you may not be able to travel to Canada.

You can apply to replace your PR card when you return to Canada.

In terms of counting time outside Canada while working for a Canadian Business, you can find some detailed information in the Immigration, Refugees and Citizenship Canada (IRCC) ENF 23 Loss of permanent resident status enforcement manual. Here is an excerpt,
6.2 Canadian business

The definition applies to both large and small businesses, and includes:

  • federally or provincially incorporated businesses which have an ongoing operation in Canada;
  • other enterprises that have an ongoing operation in Canada, are capable of generating revenue, are carried out in anticipation of profit and in which a majority of voting or ownership interests is held by Canadian citizens, permanent residents or Canadian businesses;
  • enterprises which have been created by the laws of Canada or a province.

Note: It does not include businesses that have been created primarily for the purpose of allowing a permanent resident to satisfy his or her residency obligation while residing outside of Canada R61(2).


Businesses that apply in these situations do not satisfy the requirements for physical presence for Citizenship purposes.

According to the Immigration, Refugees and Citizenship Canada (IRCC) website,

Time spent outside Canada does not count towards the physical presence requirement except in certain circumstances.

You can count time spent outside Canada toward the physical presence requirement for citizenship if you:
  • Were a permanent resident employed in or with the Canadian Armed Forces, federal public administration, or public service of a province or territory; or
  • Resided outside Canada with your:
    • Canadian spouse or common-law partner, or
    • permanent resident spouse, common-law partner, or parent
    who was employed in or with the Canadian Armed Forces, federal public administration, or public service of a province or territory.
Employment as a locally engaged person is not included.
Only time after becoming a permanent resident counts towards the physical presence requirement.
Residence with a common-law partner can be calculated from the time the common-law relationship began.

Use the online physical presence calculator. Complete and submit the CIT 0177 Residence Outside Canada form when you apply. Citizenship and Immigration Canada will decide whether the time you lived outside Canada is eligible to be counted.

9. The eligibility period

a.Calculate how long you’ve been in Canada
The eligibility period is five (5) years before the date of your application. The minimum amount of time you need to be physically present in Canada is 1095 days within the five years immediately before applying. We encourage applicants to apply with more than the minimum requirement of 1095 days of physical presence, to account for any miscalculations of absences, or any other aspect that could lower the physical presence total below 1095 days.



The Physical Presence Calculator indicates,

Please note that you cannot meet the physical presence requirement without a minimum of two (2) years as a permanent resident.
When calculating your time in Canada:
  • only the five (5) years immediately before the date of your application are taken into account;
  • each day you were physically present in Canada as an authorized temporary resident or protected person before you became a permanent resident counts as half a day (up to a maximum of 365 days);
  • each day you were physically present in Canada after you became a permanent resident counts as one day;
  • time spent serving a sentence for an offence in Canada (e.g. serving a term of imprisonment, probation and/or parole) cannot be counted towards your physical presence - there are some exceptions.

In order to help you decide when to apply, the physical presence calculator calculates if and when you will meet the 1,095 day requirement.
