Regarding your first question,
According to the letter that I received with the CoPR, I'm supposed to present it to the agent when I cross the border. I'm guessing that will be the first step to getting my PR card. Is that right?
All newly arriving immigrants will receive the PR Card as part of the immigration process. Citizenship and Immigration Canada (CIC) will mail your PR Card to you, after the information and photograph on your Confirmation of Permanent Residence document is confirmed by a CIC official when you arrive in Canada.

Regarding your second question,
So if I present the CoPR when I cross the border, what happens when I go back home to the states and want to re-enter Canada to visit my husband?
I imagine I won't get my PR card right away so I won't be able to present it when returning.
Is that problematic?
You can find some information regarding what your options are in this Immigration, Refugees and Citizenship Canada - I need to leave Canada and I do not have a permanent resident card. Can I later return to Canada without a PR card? FAQ.
According to this IRCC FAQ, if you are entering Canada in a private vehicle, such as your own car, and you do not present your PR card, you may be able to show other immigration documents.

Regarding your question about getting a visitor visa for him, unfortunately, it is difficult to say whether or not he will get a visa because there are no guarantees that he will be given a visitor visa.
Regarding your question, Secondly I have been unable to find a job for the last six months and have been suggested to get Ontario works. Will this effect my sponsorship for my fiance?
You cannot apply to sponsor your spouse if you are in receipt of social assistance for reasons other than a disability.
Regarding your question,
I also do not have a good credit history will the effect my application?
You cannot sponsor if you have declared bankruptcy which has not been discharged.

We have contacted the Border Information Service and they have confirmed that on the BSF186 Personal Effects form the "Importer's name" refers to you. In this case you will have to include your own name there.
Regarding the "Cargo Control Number", this section is greyed out. Therefore, you do not have to complete it. Any section that is greyed out you do not have to complete.
Regarding your question,
I am not shipping any goods over (at this stage) so how do I complete this form?
According to them, even though you are not shipping your goods over yet, you must still complete this form and ensure that any goods you would like to bring are listed on this form.
We suggest that it is best that you contact the Border Information Service directly to confirm this information and for any additional information.

If you cannot fulfill the two-year (730 day) requirement for the five-year time frame starting from when you became a permanent resident, then it is likely you will need to remain in Canada until you can satisfy the requirement for another five-year time frame.The five-year timeframe set out in the Refugee and Immigrant Protection Act is not static. Rather it is a moveable window that is dependent on the time at which a visa officer examined your situation.
The IRCC’s Permanent Residency Status Determination Manual states:
For persons who have been permanent residents of Canada for more than five years, the only five-year period that can be considered in calculating whether an applicant has met the residency obligation is the one immediately before the application is received in the visa office. A28(2)(b)(ii) precludes a visa officer from examining any period other than the most recent five-year period immediately before the date of receipt of the application. In terms of applying for a PR card, you can find some information in the IRCC ENF 27 Permanent resident card Operations Manual . Here is an excerpt,
Discrepancies in residency obligations If the PRC applicant does not appear to meet the residency requirement (e.g., following an examination of the passport and travel history, input from the visa office, etc.) and insufficient H&C grounds are identified to overcome this shortfall, the officer writes a report under A44(1). The report goes to a Minister’s delegate, who may issue a removal order under A44(2). If the PRC applicant is inadmissible on grounds other than residency, the case will be assessed by the Minister’s delegate and referred to the Immigration Division. During this time, the applicant is still entitled to a one-year PRC, where there is no final disposition on the case whether it is at the report stage, the admissibility hearing stage or the removal stage. It is best if you contact the Immigration, Refugees and Citizenship Canada (IRCC) Call Centre directly for some information regarding what your options are.
You may also want to contact a Lawyer who is familiar with Canadian immigration applications in order to ask questions about what your rights and obligations are in this situation.

According to this tool and according to the information you have provided us, it sounds like you may be considered a "licensee". Here is an excerpt,
"You are considered a "licensee" and the person who rents the place to you is a "licensor". The law of landlord and tenant does not apply. Neither the Commercial Tenancies Act nor the Residential Tenancies Act applies to you. The law about licensees is mostly judge-made law.
A licensee has a limited right to occupy the premises for a limited period of time. The courts will look at many factors to determine whether a person is in a landlord-tenant relationship or a licensor-licensee relationship. There is no simple test. Two common situations when you would likely be considered to be a licensee are:
*if you share a house or condominium unit (including a bathroom or kitchen) with the owner or their child, parent, spouse, or their spouse's child or parent *if you rent a room in a house, apartment or condominium unit from a person who is a tenant living there, and you share the space with that person.
As a licensee you have very little legal protection. You can be evicted:
*without notice if you don't pay rent; or *with notice for any reason or even for no reason. The amount of notice required is usually equal to your rental period (often one week or one month).
It is often a good idea to get a written agreement before moving in. You should include in this agreement what will happen if you want to move out or if the person you rent from wants you to leave. If there is a dispute between you and the person you rent from, and you cannot settle it between yourselves, you may have to go to court. Depending on the type of dispute, you may be able to go to Small Claims Court or the Superior Court. It is very unlikely the court would stop you from being evicted, but you may be entitled to monetary compensation in some situations."
