You can find some detailed information in the Immigration, Refugees and Citizenship Canada (IRCC) ENF 23 Loss of permanent resident status enforcement manual. Here is an excerpt,

6.2 Canadian business

The definition applies to both large and small businesses, and includes:

federally or provincially incorporated businesses which have an ongoing operation in Canada;
other enterprises that have an ongoing operation in Canada, are capable of generating revenue, are carried out in anticipation of profit and in which a majority of voting or ownership interests is held by Canadian citizens, permanent residents or Canadian businesses;
enterprises which have been created by the laws of Canada or a province.

Note: It does not include businesses that have been created primarily for the purpose of allowing a permanent resident to satisfy his or her residency obligation while residing outside of Canada R61(2).


Businesses that apply in these situations do not satisfy the requirements for physical presence for Citizenship purposes.

In addition to our legal researchers, we will continue to contact the IRCC Call Centre to see if they can provide the written information from IRCC to back up what they have stated to us regarding applying for Canadian citizenship from outside Canada.

In the meantime, we strongly suggest that anyone wanting to do this process from outside Canada contact the IRCC Call Centre directly to share their situation and question and for some advice related to your own situations.

We have had some of our users previously state that they have been able to contact CIC from abroad by dialing 1 613 944 4000. Listen to the options to get to CIC. Then you should be transferred to the IRCC Call Centre.

Please note though we are not sure if this number continues to work this way.

You may want to give it a try.

Please be aware that long distance charges will apply.

Generally in elementary schools in Ontario, children are placed in a grade according to their age as well. For secondary schools, students will have to take an assessment that will determine the right grade for them.

You can also go to a community agency that will help to register the children. Ask your family members to bring along the children’s previous report cards or even textbooks from their previous school. This will help the agency to assess and register the children properly. International Student Marrying a Visitor

Regarding your first question,
- Can we get married considering I am international student and she will be a visitor when she comes to visit? If yes what's the place to go to?



To get married in Ontario, you do not have to be a Canadian citizen or live in Ontario.

Regarding your second question,
- She will only have one piece of identification (passport), since she is going to be a visitor when she comes here, and the website said you need two pieces of identification to get a marriage license. will that be enough?


In terms of the supporting documents that are acceptable you can find a list on the the City of Waterloo website in the Marriages section, under "Supporting Documents". You may be able to find another option there.

Regarding your third question,

- How much is the fee to get married?


You mentioned that you are in Waterloo.

According to the City of Waterloo website in the Marriages section, he fee for a marriage licence is $149 and the fee for a civil marriage ceremony is $150. They accept cash or debit.
Regarding your fourth question,


- How long (roughly) will it take to get the license and get married (I am not talking about registering the marriage rather just the marriage itself)?




According to the City of Waterloo website in the Marriages section,

The form must be completed and signed by both parties, then submitted in person to the City Clerk's office at City Hall, along with supporting identification and documents for both parties.

Both parties are encouraged to attend in person. If only one person can attend, they must have the proper documents for the absent party. The licence will be issued within 10 to 15 minutes if everything is in order.



In terms of the actual civil ceremony, to the City of Waterloo website states,

The City of Waterloo offers civil marriage ceremonies Monday to Friday, between 9 a.m. and 3 p.m. Appointments are highly encouraged and are booked online. Walk-ins welcome depending on availability.

In terms of sponsoring a spouse, there is no income requirement at all for spousal sponsorship applications.

The financial requirements for spousal sponsorship include:

  • You must not be receiving social assistance (For reasons other than disability).
  • You must not have an undischarged bankruptcy.

If a sponsor has no income, they will have to address this in their application, and specifically provide information related to how their spouse, who they intend to sponsor, will be supported.

In this type of situation, you may want to contact the Immigration, Refugees and Citizenship Canada Call Centre for some additional information.

Status of PR Card after Resubmission of Photos

First of all, regarding your concern about PR status and PR cards, it is important to note that there is no correlation between having a have a PR card and whether or not you continue to maintain your permanent residency. Additionally, if someone has a PR card, there is no correlation between the PR card's expiry date and whether or not you have met the residency requirements.

If you have met your residency requirements and you do not hold a PR card, you still maintain your permanent residency.

To meet these residency obligations, you must be physically present in Canada for at least 730 days (2 years) in every 5-year period. The 5-year period is assessed on a rolling basis. Immigration, Refugees and Citizenship Canada (IRCC) will look back at your time in Canada over the previous 5 years.

This means that you can spend a total of up to 3 years outside of Canada during a 5-year period. However, if you have been a permanent resident for less than 5 years and decide to leave the country for an extended period of time, it is up to you to prove to IRCC that you will be able to meet your residency requirements.

In terms of checking on your application, we suggest that you continue to try and contact the Immigration, Refugees and Citizenship Canada Call Centre.

You mentioned that you are outside Canada.

You may want to look at some information regarding re-entering Canada. You may want to look at what your options are on the Immigration, Refugees and Citizenship Canada (IRCC) website in the I need to leave Canada and I do not have a permanent resident card. Can I later return to Canada without a PR card? section.
