Overseas Convention refugees arrive in Canada with Permanent Resident Status.
This means that they can apply for a Social Insurance Number (SIN) that is not a temporary number.
Syrian Refugees be Permanent Residents and get their SIN processed immediately.
After completing the border services process upon arrival at a Canadian Port of Entry (Toronto or Montreal in the case of Syrians), the refugees will be permanent residents of Canada and will continue onto a welcome centre. Refugees arriving at the welcome centre will receive winter clothing, and be issued their Social Insurance Number (SIN).

Here is an excerpt,
Foreign Workers and Their Families
- You have a work permit that is valid for at least 6 months. You also have a formal agreement to work full-time for an employer in Ontario. The agreement states the employer's name, your occupation, and states that you will be working for at least 6 consecutive months.
- You have a valid work permit under the federal Live-In Caregiver program.
- You hold a valid work permit under the federal Seasonal Agricultural Worker Program.
- You are a foreign clergy member who will serve a religious congregation in Ontario for at least 6 months.
- Your spouse or same-sex partner is a foreign worker who is eligible for OHIP.
- You are the dependent child of a foreign worker who is eligible for OHIP.

You should be able to see a doctor and pay the fee. You may want to try going to a walk-in clinic if there is one available where you are. It may be useful to call around to find out what the different fees are since some may charge more than others.

In terms of your Tandem Truck Licence, you can find some information on the DriveTest website in the Foreign Commercial Drivers’ Licences section.
Here is an excerpt,
Ontario does not have in place any international licence exchange agreements for commercial licences. You cannot exchange a foreign commercial licence for an Ontario commercial licence. If you are new to Ontario but hold a foreign commercial licence, you must follow all the licensing steps from the beginning.
Commercial drivers from countries with licence exchange agreements with Ontario can switch their licences for an Ontario Class G or Class M licence.

Accompanying Canadian Citizen - Apply for PR card

Sometimes there is confusion related to having the PR card or for those who have the PR card, regarding the expiry date and meeting the residency requirements.
In some cases, people may think that if they have a PR card and if their PR card is still valid and has not expired, that they have automatically fulfilled their residency requirements.
This is not the case.
Having a PR card or not having one does not mean that you have or do not have permanent resident status. Just like the expiry date on a PR Card has no correlation to whether or not someone has maintained their residency requirements as a permanent resident.
In terms of what happens when re-entering Canada, basically, each time someone enters Canada, Immigration, Refugees and Citizenship Canada may calculate 5 years back from the date they have entered or re-entered Canada to see if they have fulfilled their residency obligation.
In terms of applying for a PR card, she can find some information in our Settlement.Org Do I need to apply for my Permanent Resident Card? article.
It is also important to note that it is not possible to apply for a PR card from outside Canada.
According to the ENF 27 Permanent Resident Card manual,
R56(2) states clearly that a PR card application must be made in Canada.[...]The CPC may refer a case to a local CIC if all or part of the application originated from outside Canada, and if there are questions as to the client’s identity, status or residency history, or the authenticity of the documentation. Clients must report in person to pick up their card in Canada, in accordance with R58(3).

Canada’s entry requirements are changing
Permanent residents (PR) of Canada must carry and present their valid PR card or permanent resident travel document (PRTD) when boarding a flight to Canada, or travelling to Canada on any other commercial carrier. If you do not carry your PR card or PRTD, you may not be able to board your flight, train, bus or boat to Canada.
It is your responsibility to ensure that your PR card is still valid when you return from travel outside Canada, and to apply for a new PR card when your current card expires.
Returning by private vehicle
There are other documents you can use to enter the country.
When you return to Canada, apply for a PR card if you plan to travel outside Canada again.
Some examples of private vehicles include, but are not limited to: a car, truck, motorcycle, or recreational vehicle that you own, borrow, or rent, and that is not available for public use.
Returning by commercial vehicle: airplane, bus, train, or boat
You must apply for a permanent resident travel document (PRTD), valid for one entry. Otherwise you may not be able to travel to Canada.
You can apply to replace your PR card when you return to Canada.

Unfortunately, we are unable to provide any information regarding this process.
We have had some of our users previously state that they have been able to contact IRCC from abroad by dialing 1 613 944 4000. Listen to the options to get to IRCC. Then you should be transferred to the IRCC Call Centre.
Please note though that some have reported that it did not work for them or that it is no longer working.
You may want to give it a try.
Long distance charges will apply.
You may also want to contact a Lawyer who is knowledgeable about Canadian immigration issues for some help and advice regarding your situation.

In terms of Tenant Insurance, the landlord can require a tenant to have Liability insurance. It can only be for damage the tenant is responsible for, and only if required by tenancy agreement (lease).
You can find some additional information in this Residential Tenants’ Insurance document.
The document recommends that if an issue about insurance arises between a tenant and a landlord, it is recommended that the tenant should obtain some legal advice based on the particular facts of the situation.
