Regarding your second question, the PR cards are sent by regular mail.
In terms of how you can get the PR card if you are outside Canada, according to the information we have received from Immigration, Refugees and Citizenship Canada (IRCC) Call Centre representatives, there have been others who have had their PR cards sent to them via a secure method once the PR card was received at the Canadian address. According to them, it is not illegal to send your PR card via a secure method or with someone else. However, they stated that there exists the possibility that it be seized if found.

Here is an excerpt,
Proof of parentageYou must provide proof of parentage to confirm the parent-child relationship. To show proof of parentage, submit one of the following:
- A detailed (long-form) birth certificate issued by a Canadian provincial or territorial vital statistics office that indicates the name of the parent(s) This document is also accepted as proof of Canadian Citizenship;
- If born in Ontario, a certified copy of birth registration is also acceptable.
- If born in Quebec, a copy of an act of birth is also acceptable.
- A court-issued adoption order indicating the name of the adoptive parent(s).
- A foreign birth certificate that indicates the name of the parent(s).
If a Canadian passport or travel document has been previously issued to the child, and it’s the same parents who are applying for the new passport, proof of parentage is not required. Proof of citizenship is still required. You may submit a wallet-sized birth certificate instead of the long form birth certificate in this case.

Unfortunately, as stated on the CRA website in the Are you Eligible? section,
To get the CCB, you must meet all of the following conditions:
-You must live with the child, and the child must be under 18 years of age. -You must be the person primarily responsible for the care and upbringing of the child.
Note: If a child does not live with you all the time, see Do you share custody of a child?.
You must be a resident of Canada for tax purposes. We consider you to be a resident of Canada when you establish sufficient residential ties in Canada. For more information, see Income Tax Folio S5-F1-C1, Determining an Individual's Residence Status.
You or your spouse or common-law partner must be:
-a Canadian citizen; -a permanent resident (as defined in the Immigration and Refugee Protection Act); -a protected person (as defined in the Immigration and Refugee Protection Act); or -a temporary resident (as defined in the Immigration and Refugee Protection Act) who has lived in Canada throughout the previous 18 months, and who has a valid permit in the 19th month other than one that states "does not confer status" or "does not confer temporary resident status." If this is your situation, do not apply before the 19th month.
Unfortunately, Refugee claimants and refused refugees are not eligible for family benefits.
As stated on the CRA website, the valid permit must not state "does not confer temporary resident status" on it.
As stated above, they must be "a temporary resident (as defined in the Immigration and Refugee Protection Act)". The work permit issued in conjunction with a claim does not confer official residency status.
Here is an excerpt from the Immigration, Refugees and Citizenship Canada (IRCC) website,
Refugee claimants with valid temporary resident status
A person with valid temporary resident status may make a refugee claim and keep their visitor record, work permit or study permit. Work and study permits remain valid until they expire or until a removal order made against the permit holder comes into force.
Temporary residents may, like other refugee claimants, be considered inadmissible for seeking to remain in Canada permanently while not in possession of a permanent resident visa, [A41(a) plus A20(1)(a)].
We suggest that you may want to contact the Canada Revenue Agency (CRA) directly again to see if you can speak to another representative for some more information related specifically to this situation at 1-800-387-1193.

Don’t Pay to Be a Mystery Shopper
Dishonest promoters use newspaper ads and emails to create the impression that mystery shopping jobs are a gateway to a high-paying job with reputable companies. They often create websites where you can “register” to become a mystery shopper, but first you have to pay a fee — for information about a certification program, a directory of mystery shopping companies, or a guarantee of a mystery shopping job.
It's unnecessary to pay anyone to get into the mystery shopper business. The certification offered is almost always worthless. A list of companies that hire mystery shoppers is available for free, and legitimate mystery shopper jobs are listed on the internet for free. If you try to get a refund from the promoters, you will be out of luck. Either the business won’t return your phone calls, or if it does, it’s to try another pitch.
Don’t Wire Money
You may have heard about people who are “hired” to be mystery shoppers, and told that their first assignment is to evaluate a money transfer service, like Western Union or MoneyGram. The shopper receives a check with instructions to deposit it in a personal bank account, withdraw the amount in cash, and wire it to a third party. The check is a fake.
By law, banks must make the funds from deposited checks available within days, but uncovering a fake check can take weeks. It may seem that the check has cleared and that the money has posted to the account, but when the check turns out to be a fake, the person who deposited the check and wired the money will be responsible for paying back the bank.
It’s never a good idea to deposit a check from someone you don’t know and then wire money back.

You are probably a Canadian citizen if…- you were born in Canada,
- you applied for and received your Canadian citizenship (this is called becoming a naturalized citizen),
- you received Canadian citizenship as a minor when a parent or legal guardian naturalized you by applying for your citizenship,
- you were born outside Canada and at least one of your parents was born in Canada,
- you were born outside Canada and at least one of your parents was naturalized in Canada before your birth, or
- you became a citizen because of changes to the Citizenship Act.
You may want to use the Am I Canadian? tool just to confirm your situation.
Additionally, you can look into applying for proof of citizenship. You can find detailed information on the Immigration, Refugees and Canadian Citizenship website in the Apply – Proof of citizenship section.
We have had some of our users previously state that they have been able to contact IRCC from abroad by dialing 1 613 944 4000. Listen to the options to get to IRCC. Then you should be transferred to the IRCC Call Centre.
Please note though that some have reported that it did not work for them or that it is no longer working.
You may want to give it a try.
