Canada’s entry requirements are changing
Permanent residents (PR) of Canada must carry and present their valid PR card or permanent resident travel document (PRTD) when boarding a flight to Canada, or travelling to Canada on any other commercial carrier. If you do not carry your PR card or PRTD, you may not be able to board your flight, train, bus or boat to Canada.
It is your responsibility to ensure that your PR card is still valid when you return from travel outside Canada, and to apply for a new PR card when your current card expires.
Returning by private vehicle
There are other documents you can use to enter the country.
When you return to Canada, apply for a PR card if you plan to travel outside Canada again.
Some examples of private vehicles include, but are not limited to: a car, truck, motorcycle, or recreational vehicle that you own, borrow, or rent, and that is not available for public use.
Returning by commercial vehicle: airplane, bus, train, or boat
You must apply for a permanent resident travel document (PRTD), valid for one entry. Otherwise you may not be able to travel to Canada.
You can apply to replace your PR card when you return to Canada.

Thank you for sharing your experience and situation with us.
This is very helpful.
We have had some of our users previously state that they have been able to contact IRCC from abroad by dialing 1 613 944 4000. Listen to the options to get to IRCC. Then you should be transferred to the IRCC Call Centre.
Please note though that some have reported that it did not work for them or that it is no longer working.
You may want to give it a try.
Long distance charges will apply.

Family members who were not declared and examined are excluded from the family class and may not be sponsored at a later date as per R117(9)(d) unless R117(10) applies.
We suggest that you may want to contact a Lawyer or a reputable Immigration Consultant who is familiar and experienced with Canadian immigration issues to see if they can provide you with some legal advice and some assistance regarding this situation.

In form CIT 0002 I have some doubts 1-let say in question 1b-abt special needs--I selected NO...so shd I put not applicable in the box of yes or it is understood that if no then not to worry abt the empty box..AS I read somewhere u should not keep any empty boxes in the form to prevent misunderstanding.

3-question 9-C...about Qubec...I am an Ontario residence so shd I right not applicable and not to select any of the options that is YES or NO..or I shd select NO? why I thought NOT APPLICABLE as this doesn't apply to me.
As you may have noticed, 9C is about "Quebec's Permanent List of Electors". The Application for Canadian citizenship under subsection 5(1) – Adults 18 years of age and older (CIT 0002) Instruction Guide states that if you reside in Quebec, you should indicate whether you authorize IRCC to provide your name and other details to the Chief Electoral Officer of Quebec.
As stated in the reminders section, you should write “N/A” (Not applicable) for any question or section that is not applicable to you.

Here is an excerpt,
You also have to fill out a BSF186 - Personal Effects Accounting Document, where you list any goods with you and the goods that you will send later. If your goods are not listed on your original BSF186, they are not eligible for duty-free importation at a later time.
If you need more space to list your goods, you can type out your own list or fill out form BSF186A - Personal Effects Accounting Document. Your list should state the goods and their value. Make a list of the goods that are with you and another list for those that will arrive later. It is good to have a copy each list.
You have to give these lists to the customs officer when you arrive in Canada, even if you are not bringing in anything at that time.
It has been previously recommended by Border Information Services (BIS) representatives that you include similar items together and then state an approximate value.
For example, you can list items such as:
- Kitchen Utensils - 2 boxes - Value (CDN Dollars) - Books - 2 boxes - Value (CDN Dollars) - Clothes - 3 boxes - Value (CDN Dollars)
The BSF186 Personal Effects Accounting Document form indicates that you should include serial numbers if applicable.
