Does a New Passport Require a New PR Application?

We can appreciate that you would be interested in this type of information.

According to the Immigration , Refugees and Citizenship Canada (IRCC) website only states that you must renew your PR card if it expires. It additionally states,

You should only apply for a PR card if:

  • you didn’t receive your PR card within 180 days of immigrating to Canada;
  • your PR card is expired or will expire in less than nine months;
  • your PR card has been lost, stolen, or destroyed; or
  • you legally changed your name and need to update your PR card.




The Immigration , Refugees and Citizenship Canada (IRCC) website also states that you should renew your card six months before it expires in the How do I renew my permanent resident card? Frequently Asked Question.

There is no need to contact the IRCC if your card has expired or will expire shortly.

You may want to contact the Immigration, Refugees and Citizenship Canada (IRCC) Call Centre directly to confirm this information.

How Can I Get Cdn. Citizenship? - (Cdn. Father)

According to the Document Checklist - Application for a Citizenship Certificate (Proof of Citizenship), it states that in the case stated below you will require a certified copy of the following,

Scenario 3 - If you were born outside Canada on or after January 1, 1947 to a Canadian parent or a parent who became a citizen as a result of the legislative amendments to the Citizenship Act on April 17, 2009 or June 11, 2015:

  • proof that one or both of your natural parents were Canadian citizens when you were born, such as:

  • your parent(s)' provincial or territorial birth certificate,
  • Canadian citizenship certificate,
  • certificate of registration of birth abroad,
  • retention certificate, or
  • British naturalization certificate




Unfortunately, it does not state any other documents that can be used to try and prove Canadian Citizenship.

You may want to try and contact the Immigration, Refugees and Citizenship Canada (IRCC) directly for some information.


We have had some of our users previously state that they have been able to contact Immigration, Refugees and Citizenship Canada (IRCC) from abroad by dialing 1 613 944 4000. Listen to the options to get to IRCC. Then you should be transferred to the IRCC Call Centre.


Please note though that some have reported that it did not work for them or that it is no longer working.

You may want to give it a try.

Long distance charges will apply.

As you may already know, you should fill out this section only if you are applying to replace a lost, stolen, destroyed or never received Permanent Resident Card.

"Date of Issue" refers to the date your lost,stolen, destroyed or never received Permanent Resident Card was issued.

PR cards are valid for a period of five years from the date of issue.

It is great that you are looking into this type of information before your arrival.

If you do not have a specific job offer or ties to a particular city in Canada, in other words, if your application was accepted without specific criteria, then you can land at any port/city in Canada.

If you have been accepted based on a job offer or any other specific criteria that made Immigration, Refugees and Citizenship Canada accept your application because you specified a particular location, you will have to land there. Once here as a Permanent Resident you have mobility rights and can move to another city.

Regarding your additional question, from what we have heard from many of our other users' own experiences, it was possible to land in Ontario, and then travel to Quebec soon after.

However, for certain programs, you may have been required to have landed with a CSQ in order to be eligible.

Therefore, you may not be able to make use of specific programs for immigrants who landed in Quebec via their immigration selection program, but you should be able to access all other provincial services, as any other resident in Quebec would.

Regarding your old PR card, according to the IRCC Call Centre representatives, they stated that it is possible to continue to use the old PR card while you wait for the new one.

We strongly suggest that you contact some IRCC Call Centre representatives to confirm and verify this information before you make any travel arrangements.

Permanent Residency - Not Met Requirements

If you are concerned about meeting your residency requirements, according to the Immigration Refugee and Citizenship Canada (IRCC) (formerly CIC) you must live in Canada for "at least 2 years in a 5 year period" to maintain your status:

When you are a permanent resident, you can live outside of Canada, but must live in Canada for at least two years in a five-year period. If you live outside of Canada for longer, you may lose your permanent resident status.

For more information on how long you have to live in Canada, see Appendix A: Residency obligation of the PR card application package.


You may find our article What are the residency requirements for permanent residents (PRs)? for some additional information. Here is an excerpt:

To meet these residency obligations, you must be physically present in Canada for at least 730 days (2 years) in every 5-year period.

This means that you can spend a total of up to 3 years outside of Canada during a 5-year period.

However, if you leave the country for an extended period of time, it is up to you to prove to Citizenship and Immigration Canada that you will be able to meet your residency requirements.[...]If you know that you will be out of the country for an extended period of time it is very important that you contact Citizenship and Immigration Canada and let them know that you will be returning. Citizenship and Immigration Canada no longer issues Returning Resident Permits.
