I cannot renew my passport in the consulate because I'm a refugee. I was told that I need a permanent resident travel document, but when I wanted to pay the fee, it's said I had to be outside tè country. Is there another application?

In December CIC sent requests for my wife to get a Security check in Canada and her daughter to get the same through the PGR in Mexico. They didn't request one for her son because ( (we assume), he is under 18. Both Police checks were clean and couriered to CIC, both received.
We are using and agency for this application and upon getting the letter of approval for my wife to come to Calgary to receive her PR, we contacted our agent and asked "what about the kids"? The agent said that the PR was only for my wife and that we could apply later for the kids if we wanted.
My question is this. Why would CIC make the kids go through the medical and security clearance only to support the PR for my wife. As part of the medical, both kids were subjected to chest xrays (both clean) and the security check for her daughter who is 18. The cost of the medicals in Mexico were in US funds and expensive and it doesn't seem right to subject someone to the Xray process if it was only to help complete my wife's PR.
My agent is not very forthcoming with an explanation of why the kids were put through the time, trouble and expense of all this if they are not receiving a PR in the end.
Please help explain this to me,

1. Not a very good agent. 2. As the children are in Mexico (assuming they were listed as accompanying on the application), once your spouse is "landed" the Mexico city office will process the children's application to completion. 3. if your spouse listed them as "non accompanying", she will have to sponsor them. |

1.. You will need a PRTD to board a flight to Canada, the COPR is not valid as a travel document for PRs and the airline will deny boarding. I am assuming you already "landed" previously in Canada and are waiting for your PR card. 2. If you haven't "landed" and are flying to Canada to "land" then your COPR is sufficient as only PRs are issued PRTDs. |

We would like to handle the application ourselves, our experience with our current agent was less than ideal.

1. Yes, you can sponsor the children once your spouse is "landed", your spouse is the sponsor, you are the co-signer. 2. Note that you will require either a court document giving your spouse the ability to remove the children from Mexico, or a notarized document from the other parent giving permission for the children to emigrate. |

1. You list your car on your "goods to follow" 2. At least 3 days prior (you will need more time than this) you must export your car from the US. The title has to be at US customs where you intend to exit 3 days prior. 3. 1. They could apply for PRTD and demonstrate that there were H.& C. reasons why they couldn't return to Canada, lack of employment opportunities are not sufficient grounds. If refused, they can either appeal within 60 days or renounce their PR status, If they renounce or lose their appeal, then they could apply for an ETA and visit Canada, 2. If you wished to sponsor them then you would have to submit an expression of interest next year when it reopens for the 10K applications available. Note that there were over 300K expressions this year for the 10K spots |

1. No, EI is not social assistance, it is an insurance scheme where you pay in when you are working and collect when you are unemployed (depending on the no. of hours worked) It has no effect on a spousal sponsorship application. |

1. Under the present rules, if the child will be 19 when you submit the application, s/he is no longer a dependent child, can't be included in the application, and is only shown on your spouse's IMM 5406. |
