Unfortunately, we are unable to provide a definitive response regarding how to proceed in this type of application process. We hope that others who have experienced something similar can share their experiences and suggestions with you.

All we can do is provide some additional information that may be helpful.

You may have already seen this previous Operational Bulletin while trying to find an answer. It contains a lot of the information that you already found and provided above.

However, you may be able to find some additional explanation regarding facilitation visas in this previous Operational Bulletin.

Here is an excerpt,

Effective immediately, facilitation visas may also be issued to presumptive Canadians under the age of 18 years who are coming to Canada either to reside with their Canadian parent(s) or for humanitarian and compassionate reasons as determined by the visa officer. The person must be unable to obtain a new, replacement or emergency Canadian passport in a sufficiently timely fashion and the travel must be urgent. The person may or may not be travelling with the Canadian parent. The person must also be in possession of a valid foreign national passport or travel document in order for the facilitation visa to be issued. Satisfactory evidence (a Canadian passport, Canadian birth certificate, citizenship certificate, etc.) must be presented to prove that at least one parent is Canadian and the visa officer must be satisfied of the parent-child relationship.

Section 11 of the Immigration Refugee and Protection Act (IRPA) specifies that a visa officer must be satisfied that a person is a foreign national in order to issue a temporary resident visa (TRV). A foreign national is defined in IRPA as “a person who is not a Canadian citizen or a permanent resident, and includes a stateless person.” Someone who is a Canadian citizen is not, therefore, eligible for a TRV. There are, however, exceptional circumstances where CIC can facilitate the travel of a dual national by placing a facilitation visa counterfoil into the passport of the Canadian’s other nationality, including if there are evidentiary concerns with respect to a person’s Canadian citizenship. For example, if a child of a Canadian citizen has not yet obtained proof of Canadian citizenship, a facilitation visa can be issued where the identity of the child is not in question.

The issuance of a facilitation visa will not impact the citizenship status of an individual and has no effect on the official determination by CIC on an application for proof of citizenship.

It should be noted that these individuals should be counseled to submit an application for a citizenship certificate (proof of citizenship) as soon as possible, if they have not already done so. The facilitation visa issuance process should nonetheless be sufficiently rigorous to minimize the risk of admitting persons without status into Canada.


It is important to note that this is from a previously posted operational bulletin.

It may also be helpful to try and contact CIC directly. We have had some of our users previously state that they have been able to contact CIC from abroad by dialing 1 613 944 4000. Listen to the options to get to CIC.

Please note though that some have reported that it is no longer working.

You may want to give it a try.

From the information we have received previously from some CIC representatives, you only have to include the time you spent outside Canada on each exit. You can include the country you entered and the time you spent outside Canada. So it applies to each time you exited Canada.

If for example, you entered several countries during the same absence outside Canada, you do not have to list all. Just the time you spent outside Canada during that period.

Regarding your address history, from the information we have previously received from a CIC representative, you have to include this address in your Canadian address in your "address history" and any new addresses, only if your address in Canada officially changed. They stated previously that the information regarding your addresses outside Canada will likely be documented in your "Travel History" section.

Please note that this is the information that we have received previously from the CIC Call Centre .

It seems that currently, what the CIC Call Centre is suggesting is that you provide as much as you can to the best of your ability.

However, it is really important that you contact the CIC Call Centre directly to see if they can provide you any information and if they can confirm if this information applies in your situation or for some information specific to your situation.

We strongly suggest that you try to contact the CIC Call Centre directly to see what they suggest regarding these portions of the application.

Passport Requested for PR - Book a 1 Way Ticket?

You may want to contact the airline you are interested in booking the ticket with just to confirm that he can board with a one-way ticket and a permanent resident visa.

According to the ENF 27 Permanent Resident Card,

A transporter must, at the time of boarding, examine the documents of all persons it carries to Canada to ensure that they are the documents prescribed in R259. The transporter must refuse to allow any improperly documented person to board a vehicle destined for Canada.


We have had other users state in the past that it has been possible for them to travel with to Canada with a one-way ticket with the purposes of landing while having a Permanent Resident Visa.

We hope that others can share their experiences and suggestions with you.

Again, it is important that you confirm with the airline you intend to travel with.

According to the CIC Website,

If your application is non-routine, it will take longer to process. The current typical processing time for non-routine applications is 36 months. Some will be processed faster than this.

You can find some information on the GOV.UK website. You would have to confirm if you are required to have a valid PR card to apply for a UK visa.

Starting March 15, 2016, you will need to travel with your Canadian permanent resident card or permanent resident travel document when flying to Canada. Otherwise, you may not be able to board your flight to Canada.

Here is an excerpt,

Yes. There is not a requirement to stay in Canada while we process your application. Please also note that if you applied on or after June 11, 2015, you must also declare your intent to reside in Canada in order to be eligible.

If you need to leave Canada there are several risks you should be aware of.

If you leave Canada, you must continue to meet your residency obligation to keep permanent resident (PR) status. You must be a permanent resident to become a citizen and not just when you apply. If you lose PR status before you take the Oath of Citizenship, you cannot become a citizen. Bring your PR card with you when you leave Canada so you can return easily. Make sure the card will not expire while you are outside Canada. (If your PR card expires, it does not mean you have lost PR status.)

We generally only mail letters, notices and other material to addresses in Canada, although in some cases, you will receive an e-mail from us. You must reply to these letters within a certain amount of time. If you do not reply within the timeframe and do not provide an acceptable reason for not being able to keep your appointment with us, we will close your application.

You must attend meetings and other events at our offices, like your citizenship test, interview and ceremony. These events only take place in Canada. To reschedule these events or if you miss one, you must contact the CIC Call Centre. The Call Centre can only be reached from within Canada

It does not specify whether or not you have to declare your US visa. As you can see, at the time of landing the main focus is on your Canadian immigrant visa (if applicable) and a Confirmation of Permanent Residence for each family member travelling with you.

Here is an excerpt,

An officer from the CBSA will greet you. The officer will ask to see your visa and travel documents. The officer will also check to make sure that you and any family members travelling with you have the proper travel documents. The officer will inquire about your health and will ask you questions similar to those on the immigrant application form.

It states, for New permanent residents it is 42 calendar days and for Existing permanent residents it is 164 calendar days (Working on applications received up to May 27, 2015).

In terms of getting coverage from private insurance, unfortunately, most private health insurance companies and policies do not cover any pregnancy related costs since they consider this as a pre-existing condition.

According to the Canadian Life and Health Insurance Association (CLHIA), not all health related expenses will be covered with this private insurance. For example, pregnancy-related expenses may not be covered.

You may also find it helpful to read I am pregnant and don't have OHIP. What health care can I get?.

Here is an excerpt from this article,

"Having a baby without OHIP coverage can be a very expensive and stressful experience. If you do not have OHIP or other insurance coverage, hospitals can charge you what they want, including amounts above OHIP prices.

The hospital may ask for your financial information or how much money you have and set their fees based on that information. It is impossible to say definitively how much pregnancy services without OHIP will cost, as hospitals assess each case differently.

If you have private health insurance, your insurance company may pay for some of the costs. However, some insurance policies do not cover pregnancy-related costs."
