You do not have to be a Canadian citizen to apply for a divorce, but there are certain criteria you must meet.

Eligibility Criteria

If you want an Ontario court to officially end your marriage, you can apply for a divorce if you meet these 3 eligibility criteria:

-You were legally married in Canada or in any other country.
-You intend to separate permanently from your spouse or have left your spouse already, and you do not believe there is a possibility you will get back together.
-You and/or your spouse have lived in Ontario for at least the 12 months preceding your application.


and

Before starting a divorce, it is recommended that you seek legal advice from an expert in family law. An expert such as a lawyer can tell you how the law applies to your case and how you can protect your rights. You can find a lawyer or ask for some information and referrals at a Family Law Information Centre in an Ontario family court.


You may want to contact the nearest Family Law Information Centre for some additional information and for information that is specific to your situation.

Regarding your question about interest on your rent deposit, you can find some information on the CLEO - Community Legal Education Ontario website. Here is an excerpt,

Your landlord owes you interest on this deposit each year. The interest rate during each calendar year is the same percentage as the rent increase guideline for that year. But instead of paying you the interest separately, your landlord can add some or all of it to your security deposit, so that your security deposit will stay the same as your rent.

However, you may have noted that in the Applying for a Permanent Resident Card (PR Card) - Initial application, replacement or renewal (IMM 5445) in the What documents are required? it requires,

One (1) primary identity document

A copy of one of the following:

-your valid passport or travel document, or
the passport or travel document you held at the time you became a permanent resident (including your passport’s page that was stamped when you arrived in Canada and became a permanent resident), or
-the certificate of identity or travel document issued by the Minister of Citizenship and Immigration Canada or a foreign country.

Note: The copy should show the document type and number, issue and expiry date, your name, photo and date of birth.

Under exceptional circumstances, if it is impossible for you to obtain any of the above you must provide a:

-copy of any identity document issued outside Canada before you came to Canada,
or
-statutory declaration signed by you attesting to your identity and a statutory declaration also attesting to your identity signed by:

-a person who knew you before you came to Canada (such as a family member) or
an official of an organization representing people from your country of nationality or former residence.

Format: Clear and legible photocopy

One (1) secondary identity document

A copy of one of the following:

-your Record of Landing (IMM 1000) or Confirmation of Permanent Residence (IMM 5292 or IMM 5688), or
-your valid provincial driver’s license, or
-your valid provincial photo-identity card, or
-your valid student card issued from a provincially accredited college or university, or
-your most recent Income Tax assessment issued by the Canada Revenue Agency within the past two (2) years.

Format: Clear and legible photocopy

Note: You are strongly encouraged to submit two (2) secondary identity documents in the event that additional documents are required and to prevent delays in the processing of your application.


It is best if you contact the Citizenship and Immigration Canada (CIC) Call Centre directly to explain your situation and to find out what your options may be in your case.

They may suggest that you include a letter explaining your situation and stating why you cannot provide an additional second secondary ID that contains the same names as your passport with your application. However, it is best that you confirm how to proceed by calling the Citizenship and Immigration Canada (CIC) Call Centre directly.

My question here is, is the landing paper document required when applying for OAS and get it approved?


Specifically for the Old Age Security Pension - Information Sheet, it is requested that if you were born outside of Canada, that you provide a certified photocopy of either:

- Canadian Citizen - Certificate of Canadian Citizenship, Naturalization Certificate, or Canadian passport issued in 1970 or later;

- Permanent Resident (formerly known as Landed Immigrant) - Canadian immigration documents(for example IMM1000 - Record of Landing or Permanent Resident Card) or Canadian immigration stamp on your passport.

The Old Age Security Pension - Information Sheet application form also states,

If you no longer have your original immigration documents, Service Canada may be able to obtain information from Citizenship and Immigration Canada on your behalf. In order for Service Canada to obtain this information, you must complete, sign and return the Consent to Exchange Information with Citizenship and Immigration Canada (SC ISP-3210) with your OAS application. Please visit our internet site at: www.servicecanada.gc.ca or call us to obtain the form.


If you would like to have a Verification of Status document from CIC you can find some information on the the CIC Website in the Application for a Verification of Status (VOS) or Replacement of an Immigration Document (IMM 5545) section.

According to the Application for a Verification of Status (VOS) or Replacement of an Immigration Document (IMM 5545),

A Verification of Status document will contain information that appeared on your original Record of Landing, Confirmation of Permanent Residence, Work Permit, Study Permit or other immigration documents. Canadian Citizenship and Previous Refugee Status

Generally, it is not a good idea to return to your home country or country of habitual residence before becoming a Canadian citizen if you are a refugee or a permanent resident who was previously a refugee.

If a refugee or former refugee returns they could lose their status and be deported.

You can find this information on the Your Legal Rights website in the How can a refugee lose their status in Canada? section.

It states that this does not generally apply once citizenship is obtained. However, we suggest that it is important that you contact a lawyer who is familiar with Canadian immigration issues in order to confirm how to proceed in order to not jeopardize your status or your family members' status.

Some of our users have stated that they have had friends or family who are residing at the Canadian address that they provided, forward their PR Cards on to them via a safe/secure method. Some have had it sent via courier or sent with a travelling family member.

However, it is important to note that if you are outside Canada and you would like your friend or family member to send it or bring it to you, it is important that you are aware of the risks of it being misplaced or possibly seized.

If you leave Canada without your PR card and need to return, you may need to apply for a Permanent Resident Travel Document (PRTD) from a Canadian visa office abroad. It is also important to note that there is also the risk your application for a Permanent Resident Travel Document (PRTD) application be denied.

We suggest that you may want to contact the Citizenship and Immigration Canada (CIC) Call Centre directly for some additional information.

According to the Ministry of Finance website,

Who do I contact if I haven't received my payment?

The Ontario Trillium Benefit is administered by the Canada Revenue Agency (CRA). If you qualify, but don't receive your payment by the 24th of the payment month, please contact the CRA at 1 877 627#8209;6645.


The Ministry of Finance website also has an inquiry page.

You will have to select a specific topic area before submitting your inquiry. You may or may not get some assistance through the feedback page.
