How can I get an Ontario Driver's Licence?

As a temporary resident, such as a foreign student or foreign worker, you might be considered a resident and need to get an Ontario driver's licence. It is best to contact the Ministry of Transportation for more information about your situation.

The Ministry of Transportation of Ontario (MTO) is the government department that controls driver's licences and vehicle registration in Ontario. Call the MTO for information specific to your situation.

Landing Soon - PR card, OHIP and SIN

Regarding your first question,

1. I would like to confirm that if I need to apply PR card, as I read from other posts that the PR application would be done as a part of immigration process and I will automatically receive your new card by mail once my address in Canada is provided.

You can find some information in our Do I need to apply for my Permanent Resident Card? article. According to this article,

All newly arriving immigrants will receive the PR Card as part of the immigration process.

Citizenship and Immigration Canada (CIC) will mail your PR Card to you, after the information and photograph on your Confirmation of Permanent Residence document is confirmed by a CIC official when you arrive in Canada.


Regarding your second third questions,

2. The OHIP card can be applied once I landed in Toronto, any minimum stay before application is required? 3. Regarding SIN, can I also apply after landing?


Yes, you are able to apply for both once you land. However, for OHIP, you will require a document that has your name and current home address. This document confirms that your principal home is in Ontario.

Additionally, you must be in Ontario for 153 days of the first 183 days that you live in Ontario and you must in Ontario for at least 153 days in any 12-month period.

Regarding your fourth question,

4. My wife is pregnant right now but we intend to give birth in home country, however, do I need to report pregnancy during landing entry to Canada?



In terms of the pregnancy, you may want to try and contact the nearest Visa Office for some information regarding how to proceed.

As you may already know, there is a three-month waiting period for OHIP. However, it is important to note that since you are moving from another Canadian province, your valid health card from your former province will continue to provide you with health insurance coverage in during the waiting period.

You can find some detailed information on the Ministry of Health and Long-Term Care website.

Here is an excerpt,


b) If you move to Ontario from another province or territory where you had provincial/territorial health insurance coverage:

If you move to Ontario directly from another province and apply for coverage, your OHIP coverage will begin on the first day of the third month after establishing residence in Ontario, provided you were insured in your previous province or territory.

Your valid health card from your former province will continue to provide you with health insurance coverage in accordance with that province/territory's plan during the waiting period.

            You can apply for OHIP as soon as you have the documents you need. But you will not get a Health Card and your coverage will not start until you become eligible (after 3 months).

            According to the Ministry of Health and Long-Term Care, when you apply, staff will look at your documents to figure out when the 3-month waiting period starts.You must also be physically present in Ontario for 153 days of the first 183 days after the day you apply for OHIP.




            Therefore, it would seem that you would still need to complete the 3-month waiting period.

            When I travel outside of Canada, will OHIP pay the same medical expenses that are covered in Ontario?

            No. If you are a resident of Ontario and you are insured under OHIP, you are entitled to very limited funding for a certain range of medical services when you are travelling outside of Canada. For this reason, you are strongly advised to purchase additional health insurance every time you leave Canada and ensure that the supplementary insurance you have purchased provides adequate coverage.

            What does OHIP cover while I'm out of the country?

            OHIP will pay very limited amounts for physician services and hospital/health facility services, and only if certain conditions are satisfied (refer to section below "What is not covered by OHIP?"). Under Ontario's Health Insurance Act and regulations, physician services are subject to different conditions than hospital services.

            OHIP will pay only for insured, emergency out-of-country health services that are rendered to an insured person. To qualify as an 'emergency' there are a number of criteria that must be satisfied. These criteria are set by regulation and include the conditions listed below that must be met :

            • the treatment must be medically necessary, and
            • the treatment must be performed at a licensed hospital or licensed health facility, and

            • the treatment must be rendered in relation to an illness, disease, condition or injury that :
            • is acute and unexpected, and
            • arose outside of Canada, and
            • requires immediate treatment.


            These provisions are intended and designed to provide a very limited amount of funding for the medical treatment of insured residents of Ontario if they incur an unexpected illness, disease, condition or injury while they are outside of Canada. If the illness, disease, condition or injury arises before you leave Canada, or if it is not acute or unexpected, no payment can be made.


            What is not covered by OHIP?

            OHIP does not cover:
            • treatment that is medically unnecessary
            • health services that are rendered at a facility that is not a licensed hospital or licensed health facility
            • treatment that is generally accepted by the medical profession in Ontario, as being experimental, or for research or for part of a study
            • treatment rendered for an illness, disease condition or injury that arose inside Canada
            • ambulance services or transportation costs
            • other services specifically set out in the regulations as uninsured or otherwise not listed as insured.

            How can I sponsor?-Receiving Ontario Works

            We can appreciate that you would be concerned about this situation.

            As you may already know, in terms of a specific income requirement in order to sponsor a spouse to Canada, there is no income requirement at all for spousal sponsorship applications.

            However, although there is no income requirement, you must not be receiving social assistance other than for reasons of disability from any province and you must not be in bankruptcy proceedings or an undischarged bankrupt. As you already know, this includes Ontario Works.

            In terms of your appeal regarding the decision made about your social assistance benefits, you may want to contact the nearest Community Legal Clinic to see if they can provide you with some assistance with the appeal.

            You can sponsor one relative of any age or relationship, but only if you do not have one of these living relatives who could be sponsored as a member of the family class:

            • spouse or common-law partner,

            you do not have any relative who is a:
            -Canadian citizen,
            -permanent resident

            According to the Immigration, Refugees and Citizenship Canada (IRCC) website, the processing time for PR card renewals is 81 days. It also states that they are currently working on applications received on April 7, 2015.

            Unfortunately, there is no direct phone line available. You may want to try and contact the Immigration, Refugees and Citizenship Canada Call Centre directly to see if they can provide some information regarding the whereabouts of your PR card.

            As you may already know, the Immigration, Refugees and Citizenship Canada OP 2 Processing Members of the Family Class Operations Manual states,



            Family members who were not declared and examined are excluded from the family class and may not be sponsored at a later date as per R117(9)(d) unless R117(10) applies.

            According to the ENF 27 Permanent Resident Card manual,

            "R56(2) states clearly that a PR card application must be made in Canada.[...]The CPC may refer a case to a local CIC if all or part of the application originated from outside Canada, and if there are questions as to the client’s identity, status or residency history, or the authenticity of the documentation. Clients must report in person to pick up their card in Canada, in accordance with R58(3)."

            You may want to get someone in Canada to contact the CIC Call Centre directly for some clarification and additional information regarding the PR card Renewal process.

            If you would like to contact CIC, we have had some of our users previously state that they have been able to contact CIC from abroad by dialing 1 613 944 4000 . Listen to the options to get to CIC.

            Some have reported that it is no longer working.

            You may want to give it a try. If you do decide to call, let us know the outcome.
