Can a tenant break a lease?
Breaking a lease means that a tenant wants to leave their unit before their tenancy agreement is over. For example, a tenant who signed a one year lease might want to leave their unit in the eighth month. A tenant and landlord can agree to break a lease. It is best for both parties if this agreement is in writing and is signed by the landlord and the tenant. If the landlord is not willing to break the lease, the tenant has the right to assign the unit to a new tenant with the landlord's consent.
You mentioned that he is threatening small claims court. It may be best for you to contact the nearest Community Legal Clinic for some assistance.

According to the Citizenship and Immigration Canada (CIC) Call Centre, they stated that it is not possible to apply for citizenship while living outside Canada.
If you are currently outside Canada, we suggest that you confirm this information for yourself by contacting Citizenship and Immigration Canada or the nearest Canadian Visa Office.
We have had some of our users previously state that they have been able to contact CIC from abroad by dialing 1 613 944 4000. Listen to the options to get to CIC. Once you choose the option for CIC, wait until you hear the welcome to Citizenship and Immigration Canada message and wait to be connected to the CIC Call Centre.
Please note though that some have reported that it did not work for them. We hope that it is possible for you to get through.
If you are not currently outside Canada, you can contact the Citizenship and Immigration Canada (CIC) Call Centre directly through their toll-free number.

It states,
If you are a Canadian citizen not residing in Canada, you may sponsor your spouse, common-law or conjugal partner and/or dependent children who have no dependent children of their own.
You can also find some additional information on the CIC Website in the Guide 3900 - Sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside Canada section.
Here is an excerpt,
If I live outside Canada, may I sponsor?
If you are a Canadian citizen, you may sponsor a spouse, a common-law partner or conjugal partner, or a dependent child who has no children of his or her own. However, you must demonstrate that you will live in Canada when the sponsored person becomes a permanent resident.
Note: Permanent residents residing abroad may not sponsor from outside of Canada. Canadian citizens travelling as tourists are not considered to be residing abroad.
If you wife is not a Canadian Citizen or Permanent Resident and you do not want to sponsor her at this time, it is important that she complete a medical as, all family members, whether or accompanying or not, will have to complete a medical examination.
It is very important that you review the information found in the on the CIC Website in the Guide 3900 - Sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside Canada section.
You may also want to contact the nearest Canadian Visa Office for specific information on your situation.

Here is an excerpt,
If your child was born outside of Canada, and is eligible for the Ontario Health Insurance Plan (OHIP) you will need to apply for a Health Card (OHIP) online or at a Service Canada Centre. It is important to note that there is a 3 month waiting period for OHIP.
If your child was born in Canada, there are two different ways to register them for OHIP depending on where they were born. Your child may be eligible for OHIP even if you are not.

Have not Received My PR card Yet

It may be best for you to contact the Citizenship and Immigration Canada (CIC) Call Centre directly.
You mentioned that you really need to come back to Canada. If you are outside Canada, you may also be able to contact the Citizenship and Immigration Canada (CIC) Call Centre. We have had some of our users previously state that they have been able to contact CIC from abroad by dialing 1 613 944 4000. Listen to the options to get to CIC.
Please note though that some have reported that it did not work for them or that it is no longer working.
You may want to give it a try.
If you do decide to call, let us know the outcome.
Long distance charges will apply.
If you need to return to Canada immediately and still have not received your PR card, you may have to apply for a you may have to apply for a Permanent Resident Travel Document (PRTD) in order to return to Canada.

You may be able to find some helpful information in the Ontario Disability Support Program – Income Support Directives in the An Adult Living with Parents and Eligible for Income Support in his/her Own Right section on page 6.
Here is an excerpt,
An Adult Living with Parents and Eligible for Income Support in his/her Own Right
An adult living with parents may be eligible for ODSP in his/her own right if he/she meets the financial eligibility criteria and qualifies as a person with a disability. An application can be taken 6 months prior to the person’s 18th birthday, but income support cannot be granted until the person is 18 years of age.
The budgetary requirements of a person who is eligible for ODSP in his/her own right while living with parents are assessed separately from his/her parents. If the parents are in receipt of social assistance from either Ontario Works or ODSP, there is no boarder or roomer charge against the parent’s social assistance.
The Ministry of Community and Social Services website suggests that to understand how this information applies to your situation, it is important to contact your local Ontario Disability Support Program office. Give them all the information you can about your personal circumstances.

Ideally, you should wait until you have your Permanent Resident (PR) card. If you must leave Canada, you should apply for a Permanent Resident Travel Document from a Canadian visa office abroad as soon as you reach your destination.
The only official documents that permanent residents of Canada can use to travel back to Canada on a commercial carrier (by air, land or sea) are the PR card or a Permanent Resident Travel Document (PRTD), also know as a Travel Document (Permanent Resident Abroad) issued by a Canadian visa office abroad.
If you are entering Canada in a private vehicle, such as your own car, and you do not present your PR card, you may be able to show other immigration documents.
Permanent residents returning to Canada by airplane, boat, train or bus must show a valid permanent resident card (PR card) or travel document before boarding.
You have to be outside Canada in order to apply for a Permanent Resident Travel Document (PRTD), in order to return to Canada.
It is important to note that the processing time for a Permanent Resident Travel Document (PRTD) can be at least 7 to 10 working days. This is only an average processing time. There are no guarantees and may not include the time needed for the passport and visa to be returned to you.
It is important to contact the nearest Visa Office directly for some information specific to your situation.
