1. Yes, 3 months waiting period for OHIP.
2. She doesn't have to contact anyone, other than Service Canada as her SIN may be dormant.

DR2: Dependant of CR8 refugee claimant who resides abroad and who has not deemed to be a Convention refugee in his/her own right

1. It is up to them to apply.
2. They require 10 full years in Canada to be eligible + 65 years old. They would be entitled to 10/40th of the pension while they remain in Canada, they can't collect while living overseas. See: https://www.canada.ca/en/services/benefits/publicpensions/cpp/old-age-security.html

1. Unlikely that you will get a PRTD if you return to the Philippines as you don't meet the RO. If you apply, you must likely will be refused, and given appeal rights. The only way you could return without obtaining a PRTD is if you have a US visa, and you fly directly to the US and appear at the Canadian border with your COPR. It is still likely that you would be reported for not meeting your RO.
2. Note that if you haven't met your RO and won't for 18 months, you can't sponsor your c/l spouse until you are in compliance.

1. You apply for proof of citizenship for the child, and at the same time apply for a limited validity Canadian passport. It will not take 6-9 months.
2. As your wife is accompanying a Canadian citizen abroad, she still meets her Residency obligations and there will no problems for a PRTD, nor for a new PR card when she is Canada, as long as she can prove that she was accompanying you abroad.

1. Technical or not, I doubt if anyone has any "T" slips issued on the 2nd of January. Also note that self employed returns aren't due until June 15th.

1. Can't be under the age of 18, otherwise any age. If there is a large age gap between them, then IRCC looks a little closer at the application.

1. Once you "land" you will have to submit a spousal sponsorship. It starts from the beginning.

1. TRP are only issued to persons who are inadmissible to Canada. He can't apply for one.
2. TRV holders can't apply in Canada for a work permit. If they can obtain a LMIA from an employer (job has to be advertised for 30 days and the employer has to pay $1000 and prove no Canadians/PRs are qualified for the position). Then the TRV holder can apply to an overseas office for a work permit. Note if the boyfriend is admitted to Canada, he could apply to either LA or New York.

1. It appears that you haven't met your Residency obligations (RO) of residing in Canada for 2 of the past 5 years.
2. It is quite possible that you are reported on entry for not meeting the RO and if so you would have demonstrate at the appeal hearing why your PR status shouldn't be stripped.
3. If you are not reported on entry, then you will have to remain in Canada for 2 years to be in compliance with your RO and if you attempt to renew your PR card or sponsor your child before you are in compliance, IRCC will probably report you for not being in compliance.
4. It is unlikely that a Study permit would be issued to your child.
5. Also to cross the border with the child, you would have to have permission from the child's other parent, unless you have sole custody from the courts.

You will have to apply for PR Travel Document, as you haven't met your Residency Obligations, you will have to enunciate the Humanitarian and Compassionate grounds why your PR status should be maintained. Unless you have a very good reason why you haven't been Canada for the past 8 years (work is not a grounds for H.& C.) your application will be refused, and you will have 60 days to appeal the decision to the Immigration Appeal Division.
2. Only one other options and that is if you have a US visa, you can fly to the US and try to enter Canada by non commercial means by showing your COPR. (you could also be reported at the Border) If you are able to make it to Canada, would have to remain for 2 years without leaving or applying for a PR card, until you are in compliance with your RO.
