Refused Ontario Photo Card

Thank you for sharing your experience with the forum community. According to Service Ontario, the Ontario Photo Card cannot be used as proof of identification for international travel. and should not conflict with any of your travel documents. An Ontario Photo Card and a driver’s licence or a photo ID card from Ontario or another province, state or country cannot be held at the same time. If you have a driver’s licence or a photo ID card from Ontario or any other province, state or country, you must turn in your existing licence or ID when applying for an Ontario Photo Card.

While these are paid services, there are free/low-cost ESL services that offer quality educational materials and practice tests offered by settlement organizations across Ontario. The Public Service Commission of Canada also offers self-assessment tests in English and French. You may find helpful information on where to find these free/low-cost ESL servicesin our Settlement.Org article here, Where can I take ESL classes? You may have to find out which you are eligible for by contacting them as some of them have eligibility requirements in relation to status in Canada.
You may also want to dial 211 on a phone for free and speak to an information and referral specialist to find an ESL provider near you. 211 is a free, confidential service that is available 24 hours a day, 7 days a week.

Some documents, if not provided in either of Canada's official languages (English or French) will need to be translated to ensure that administration can understand and process them. School administration offices are typically open all year, Ontario has 4 free public schooling systems, and attendance in public school will be determined by home address. Once you determine the school district you will live in, it is best that you call the administration office for information about their registration process and the documentation required.

You may be interested in IRCC’s Physical Presence Calculator as a resource to help you calculate the physical presence requirement. The FAQ section has examples and scenarios that are particularly helpful. Whether or not you will be granted entry will be up to the CBSA officer. “There are a number of reasons you can be found inadmissible, denied a visa or refused entry to Canada.”
Passport stamps can be used as proof of entry and duration of stay. You may find the following articles helpful in this calculation:
"If you are outside Canada for extended periods of time, you can accumulate residency days if you are:
- Travelling with a Canadian spouse or common-law partner, or are a child under 19 years of age accompanying a parent, or
- Employed on a full-time basis by a Canadian business or the Public Service of Canada and are assigned a position outside of Canada, or

According to Service Ontario on providing proof of emergency for an expedited marriage certificate:
To qualify for an emergency or expedited marriage certificate or for an expedited marriage search, the marriage must be registered in Ontario and you must provide proof of urgency along with your complete and correct applications forms and fee. Proof of urgency may include:
- documentation of a medical emergency
- a letter confirming new employment
- a letter from a consulate or embassy confirming an appointment
- travel reservations including airline tickets, reservations or travel itinerary
- a letter confirming an appointment for an immigration hearing
- a wedding invitation, where the applicant is a party to the marriage
- other situations subject to review
To submit an urgent request for a marriage certificate, you can: Download and complete a Request for marriage certificate applicationComplete and submit a Request for certificate services with payment (Download as PDF)- attach your completed Request for marriage certificate application to this request
- attach your proof of urgency documents

Your landlord is responsible to address issues related to their tenants and issues. This is sometimes called “interfering with other people’s reasonable enjoyment”. Section 22 of the Residential Tenancies Act in Ontario states that a landlord shall not at any time during a tenant's occupancy of a rental unit substantially interfere with the reasonable enjoyment of the rental unit or the residential complex for all usual purposes by a tenant or the tenant's household. In terms of the situation you have described, it is best that you contact a community legal clinic for some advice regarding your situation. You may also wish to call the Landlord and Tenant Board at 1-888-332-3234 or 416-645-8080 (in the GTA) for information specific to your situation. The landlord and tenant board resolves disputes between residential landlords and tenants.

Services like internet, air conditioning, laundry, and a landline phone are not vital services. But you can still take the same steps mentioned in this question if your landlord cuts them off. According to the Canadian Centre for Housing Rights, The Code says that every person has a right to equal treatment without discrimination. Environmental Sensitivities is recognized as a disability by the Ontario Human Rights Commission. Under the Human Rights Code, landlords have a legal duty to accommodate rental housing tenants with all types of disabilities.
Environmental Sensitivities can be extremely debilitating. Symptoms can include and are not limited to: neurological symptoms such as trouble concentrating and remembering, seizures, anxiety and depression, respiratory problems such as wheezing and shortness of breath, skin rashes such as eczema and hives, gastrointestinal symptoms such as nausea, bloating and abdominal pain, and muscle or joint pains. While some people will have mild reactions, others can become completely disabled.
Research has revealed that people with allergies to dusts, mould, pollen and animal dander are more likely to have environmental sensitivities and vice versa.The source of sensitivities may not be a single item, but multiple items within a building. Common reported irritants include but are not limited to: perfumes, air fresheners, cleaning products, paint, fumes, and laundry detergent.
When working with residents who have environmental sensitivities, it is important for housing providers to realize that substances in their apartment, the building and on tradespersons and staff can trigger reactions and impact their health. People with this condition, recognized as a disability by the Ontario and Canadian Human Rights Commissions, therefore view defending their safe spaces as a serious matter.
One of the responsibilities of a landlord, as outlined according to the Residential Tenancies Act, is to keep the home in good repair. Here is an excerpt from the Settlement.Org article, what are my responsibilities of a landlord?
You must repair and maintain the home, and obey provincial and city health, safety and maintenance standards. You are responsible for repairs even if the tenant knew about problems before agreeing to rent the home. Tenants are responsible for any damage that they or their guests cause. If you include conditions in a lease that contradict these responsibilities, those conditions are not valid.
