Here is an excerpt,
R186(u) allows for persons to continue working under the conditions of an expired work permit, as long as they applied for a new work permit before the original work permit expired and have remained in Canada. Once the decision has been made, the client will either have to leave Canada or will continue as a worker who holds a valid work permit.

If your work permit expires after you have submitted your application for an extension but before you receive a decision on your application, you can stay in Canada under what is called implied status. That means the law implies you are a temporary resident. That status lasts until Citizenship and Immigration Canada (CIC) decides on your new permit application. However, you must respect the following requirements:
If you applied for another work permit:
You must stay in Canada and meet the conditions of your original work permit. If you applied for a work permit extension before your work permit expired, you can keep working under the same conditions as your existing permit until CIC decides on your application, even if you have applied to extend your stay under another category of temporary resident.
If you applied for a different kind of permit:
You cannot do any of the activities allowed by the original work permit. For example, you may have come to Canada as a worker and then applied for a study permit. If so, you must stop working once your work permit expires. After that, you cannot work or study until you get a new permit.

US Citizen Minor can Study in Canada

You may need to contact the nearest school board for some information specific to this situation.
Most school boards require that if a child has been issued a visitor record by Citizenship and Immigration Canada, you must pay a tuition fee for them to attend their schools.
When you register your children at the school, they require that you bring their passports to verify their visitor status as well as their date of birth.
Your User Id indicates that you are in Regina. If your friend is also in Regina, they may want to contact the nearest school board.
You can find information on the nearest school board on the Regina Public Schools Website.

According to several CIC representatives, if your mother's application was signed by her more than 90 days ago, then she will need to complete a new form.
However, if it was signed less than 90 days ago, she can simply complete the highlighted portion and resubmit the original application.

Canada’s previous decision-making model for citizenship applications was a three-step process: an application went from a citizenship officer to a citizenship judge and then went back to a citizenship officer. Under this model, we had a large backlog and more applications than we could process in a timely manner. As of February 2014, the average processing time was 24-36 months and the backlog was more than 320,000 applicants.
Under the amended Citizenship Act, the decision-making model is a single-step process: applications will be processed by a citizenship officer. Under this model, we will see an even further reduced inventory of applicants and we will have the ability to process all applications in a timely manner. In 2015/16, processing times as expected to be less than one year and the inventory will be reduced to allow for real-time processing.

As you may know, in order to meet the permanent residency requirements, you must be physically present in Canada for at least 730 days (2 years) in every 5-year period. This means that you can spend a total of up to 3 years outside of Canada during a 5-year period.
Please note that the expiry date on your PR card has no correlation to whether or not you have met your residency requirements.

Regardless of what the date of expiry is on your PR card, these are the requirements you need to meet in order to be eligible to apply for Citizenship:
In order to apply for Canadian citizenship you must:
-Be over 18 years of age; -Provide proof that you know how to speak and write in 1 of Canada's official languages (either English or French); -Be a Permanent Resident (PR); -Have lived in Canada as a PR for at least 3 years out of the 4 years (1,095 days) right before the day you apply; and -Apply for citizenship from within Canada.
It is important to note that these requirements will be changing. By the time you may be eligible to apply for citizenship, they may be different. You can find some information on the changes CitizenshipCounts.ca - Changes To The Canadian Citizenship Act infographic.

Thanks for sharing your question and situation with us. We can appreciate that this may be a confusing situation to be in.
From my understanding, you are renting a unit in a larger complex, and your landlord has posted a notice in a common area that they will be entering all units for the purposes of inspecting smoke alarms. According to the Landlord and Tenant Board the short answer to your question is yes, they must deliver notices to each unit (hand delivery, mail, courier or fax) at least 24hrs in advance of their intended entry.
You may find our article Can my landlord enter my home? useful for some tips for ongoing issues with your landlord. Here is an excerpt:
Make sure your home is safe (following the laws for safety and standards) [...] When you moved into your home, you signed an agreement or lease. Read this document. It explains some of the reasons your landlord can have for coming into your home. [...] Remember, your landlord can only bring another person into your home between 8 a.m. and 8 p.m.
You can also check out the A Guide to the Residential Tenancies Act which includes information about when a landlord can enter your unit.
According to Section 27 of the RTA your landlord can inspect your unit for:
the purpose of determining whether or not or not the rental unit is in a good state of repair and fit for habitation and complies with health, safety, housing and maintenance standards [...] if it is reasonable to carry out the inspection.
This means they are permitted to look at other areas (ie bathrooms, kitchen etc) if they feel they it reasonable to need to inspect those areas.
You may wish to contact the Landlord and Tenant Board to confrim this information and to ask more question about your personal situation.

We are sorry to hear that you and your family have experienced this situation.
Some hospitals work out payment plans so that bills can be paid over time, allowing the patient to contribute what they can on a monthly basis.
You mentioned that you have tried to work out a settlement with the hospital but it is not working.
One option is trying to call a non-profit credit counselling service to see if you can make an appointment with them to see if they can help you work out what your options are in this situation and if they can negotiate on your behalf.

Regarding your second question,
2) I visited ServiceOntario and was also told that no update was needed to my health card or driver's license. However, Form 0280-82E (Change of Information) states "If there is any change in my name, address, citizenship or immigration status I will inform the Ministry of Health and Long-Term Care or its agent ServiceOntario within 30 days." so I am confused - is an update to my immigration/citizenship info required or not for my health card?
We contacted a ServiceOntario representative and they also stated that you should go in person to inform them of this change. As you mentioned, you have already gone in person and tried to update this information and was told no update was needed.
You may want to contact the ServiceOntario INFOline at 1-866-532-3161 or in Toronto at 416-314-5518 to confirm your situation and state the steps you have already taken.
The ServiceOntario INFOline hours of operation are 8:30am - 5:00pm, Monday to Friday.
Regarding your third question,
3) Do I have to inform the Canada Revenue Agency?
We have contacted the Canada Revenue Agency (CRA) and they stated that it is not necessary to inform them of this change. However, the only change that you may want to make iss when completing your income tax return, you may want to indicate on your form that they can provide updated information to Elections Canada.
