Thank you for sharing your situation with us.
As you may know, in order to maintain your permanent residency, you must meet certain residency obligations to maintain your status as a permanent resident.
To meet these residency obligations, you must be physically present in Canada for at least 730 days (2 years) in every 5-year period.
This means that you can spend a total of up to 3 years outside of Canada during a 5-year period.
Basically what happens is that, each time you enter Canada, Citizenship and Immigration may calculate 5 years back from the date you have entered or re-entered Canada to see if you have fulfilled your residency obligation.
You can find information on the process that is followed when entering Canada in this Citizenship and Immigration Canada (CIC) ENF 23 - Loss of Permanent Resident Status manual.
Here is an excerpt from the manual on what happens at the port of entry here:
"7.8 Examining Permanent Residents at a POE (Port of Entry)
When a permanent resident appears at a POE for examination, the officer must confirm that the person is a permanent resident. Officers must remain cognizant of the fact the Act gives permanent residents of Canada the right to enter Canada at a port of entry once it is established that a person is a Permanent Resident, regardless of non-compliance with the residency obligation in A28 or the presence of other grounds of inadmissability.
Port of entry officers (POE) can refuse entry to a Permanent Resident only when the person has already lost the status in accordance with the provisions of A46 (such as when a final determination has been made that they have failed to comply with the residency obligations or when a removal order comes into force).
In other words, once a permanent resident's status is established, the person may enter Canada by right and the immigration examination under IRPA concludes.
If an officer has concerns that a permanent resident has not complied with the residency obligation of A28, the officer should advise the permanent resident when the examination is concluded that they are authorized to enter Canada; however, the permanent resident may wish to answer additional questions so the officer may determine whether their concerns are well founded or not.
In cases where: - permanent resident status is established; - the permanent resident refuses to provide any further information and enters Canada; and - the officer believes, on a balance of probabilities that the person is in non-compliance with the residency obligation, officers may report the person, pursuant to A44(1). if there is sufficient evidence to support an inadmissibility allegation. In the absence of sufficient evidence to support the writing of an inadmissibility report, officers may enter any available information into FOSS (date of entry, last country of embarkation, current address in Canada etc.).
It is important to note that in terms of loss of permanent residency, a person does not lose it until a final determination has been made.
According to the Citizenship and Immigration Canada (CIC) ENF 23 - Loss of Permanent Resident Status manual,
It is important to note that a permanent resident does not lose their status under A46(1)(b) until there is a final determination of the decision made outside Canada that they have failed to comply with the residency obligation under A28.
Permanent residents are not finally determined to have lost their permanent resident status until the right of appeal has been exhausted.
The onus is on each individual permanent resident to make sure they are meeting their Permanent Resident requirements.
If you have family members in Canada, you may want to have them call the Citizenship and Immigration Canada (CIC) Call Centre directly for some information on what your options are and what the process will possibly be when you are returning to Canada.

Regarding your first question, according to several CIC representatives, it is best that you take as much as you can to prove that you are a permanent resident of Canada.
Regarding your second question,
2. How long does it usually take to obtain a travel document from the Los Angeles VAC via courier service? (I will not be physically present in L.A.) The LA VAC does not indicate its processing times; nor does the official Citizenship and Immigration Canada website.
It is difficult for us to provide a definitive response regarding this question. We hope that others who have processed something similar through the same office can share their timelines with you.
3. Is it ever possible to return to Canada simply with a U.S. passport alone, or not?

Regarding your first and fourth questions,
1.How does having a mutual child affect the sponsorship process?
and
4.What if the sponsored person is not on the birth certificate, because they were in their country during the birth. Does that affect anything?
It is difficult for us to provide a definitive response regarding whether or not or how this will affect your sponsorship process. However, there are several factors that CIC looks at when evaluating/establishing identity and relationship.
You mentioned that you are planning on getting married next year. There is some different information available in the CIC EOP 2 Processing Members of the Family Class Operations Manual related to factors they consider when assessing those who are applying as conjugal partners, common-law partners or spouses.
Regarding your second and third questions,
2.Does it make the process faster? 3.Does it affect PR for the sponsored person?
Unfortunately, again, it is difficult for us to provide a definitive response regarding these questions as well since each application is processed on a case by case basis.
Regarding your fifth question,
5. We are going to apply for a tourist visa very soon, for him to come to bear witness the birth of our first child. With your knowledge, is that reason acceptable for a tourist visa? (or is the reason for travel less important than financial stability/ solid proof that he will return to his country.. he works for the military, and will definitely definitely not be able to stay in canada for any extended period of time, he must return to his work) Basically in this situation will this visa application likely be approved? Or is that reason unacceptable.
Unfortunately, as stated before, each application is processed on a case by case basis. There are no guarantees that they will accept his application to come to Canada as a visitor. However, as you have stated he should be able to provide sufficient proof that he will return to his country of origin.

A person may have a dual or eventual intent to become a permanent resident, but in order to qualify for a temporary resident visa, they must demonstrate that they have the capacity and willingness to leave Canada at the end of the authorized temporary period (refer to dual intent). *the ties to their home country are sufficiently strong to ensure that they are motivated to return home after the visit to Canada
Regarding your sixth question,
6. (somewhat different subject) Is he allowed to work in canada while being sponsored? Or only once he has received his PR. How long will he have to wait to receive PR?
If you decide to do an Application for Permanent Residence From Within Canada – Spouse or Common-Law Partner in Canada Class, at the time of Approval in Principle, he can apply for an open spousal work permit.
If it is an outside Canada application, then he will have to wait until he receives his permanent residence.
Regarding your seventh question,
7. Can I receive child and family benefits before/during/after the sponsorship process? Or will that make me ineligible to be his sponsor.
Yes, you can receive those benefits. They are not considered social assistance.

According to some Border Information Services (BIS) representatives, if the officer is not satisfied or convinced that it was to have originally been included on a Goods to Follow list, then you may be subject to the tax and duty.
You may have to explain to the officer this situation you have explained to us as to why it was not submitted.
If the officer is not satisfied, you will have to pay 13% tax and 9% duty on the used value.
