As stated above, according to the ENF 27 Permanent Resident Card manual,
"R56(2) states clearly that a PR card application must be made in Canada.[...]The CPC may refer a case to a local CIC if all or part of the application originated from outside Canada, and if there are questions as to the client’s identity, status or residency history, or the authenticity of the documentation. Clients must report in person to pick up their card in Canada, in accordance with R58(3)." (Italics and bold ours)
As suggested above, it may be best for you to get someone in Canada to contact the CIC Call Centre directly for some clarification and additional information regarding the PR card Renewal process.
It may also be best for you to contact CIC, we have had some of our users previously state that they have been able to contact CIC from abroad by dialing 1 613 944 4000 . Listen to the options to get to CIC.
Some have reported that it is no longer working.
You may want to give it a try. If you do decide to call, let us know the outcome.

Generally, a foreign marriage will be recognized by the Canadian government, if the marriage:
-Is legal according to the laws of the place where it occurred; and -Complies with Canada's federal laws on marriage.
Marriages that are legally performed in a foreign country are usually valid in Canada, and you do not need to register them in Canada.

It is true that these type of situations can be quite distressing.
According to the Community Legal Education Ontario (CLEO)- Maintenances and Repairs Guide ,
"Cockroaches, mice, or other pests
If you have a problem with cockroaches, bedbugs, mice, or other pests, your landlord must take steps to get rid of them and to stop them from getting in."
We suggest that it is best if you contact the nearest Community Legal Clinic for some additional information and advice regarding your situation.

Here is an excerpt,
Generally, you can show a current passport, a Record of Immigrant Landing or a Canadian citizenship certificate. You also need to bring photo identification that shows your current legal name and age.
You need to show documents for both people and they must be originals (no photocopies).
