To sponsor dependent children, the sponsor does not have to meet a minimum income requirement.
However, the sponsor cannot be receiving social assistance or be an undeclared bankrupt. You may also need to address in your application how your children will be able to be supported.

What happens after Citizenship Test? - Passed Test

You can find some helpful information on the CIC Website in the How long will I wait between my citizenship test and the ceremony? section.
Here is an excerpt,
We will give you the results of your test right after you take it.
If you meet all the requirements for citizenship, including passing the citizenship test, we will invite you to a ceremony to take the oath of citizenship. This ceremony will normally take place within six months after you pass the test.
If you do not pass the exam the first time, you can write it again. If you pass the second time, we will either give you the date or mail you a letter, just like we would have if you have passed the first exam.
If you are asked to attend a hearing with a citizenship officer or a citizenship judge, we will send you a letter after the hearing. This letter will tell you if the officer or the judge has decided to grant you citizenship and, if so, the date of your ceremony.

Here is an excerpt,
Are divorces from other countries legal in Canada?
Ontario accepts that divorces from other countries are legal if you or your spouse lived in that country for at least one year before you applied for a divorce. If neither of you lived in the country for a year, your divorce may still be legal if the person who applied can prove that they have a “real and substantial connection” with that place. For example, if you were originally from the country that granted the divorce and had returned there when your relationship ended, the court could say that you had a “real and substantial connection” to that country.
If you were divorced in another country, you must have a certified copy of the divorce order. If it is not in English or French, you must also have a copy that has been translated by a certified translator. You also need a letter from an Ontario lawyer stating that your divorce should be recognized under Canadian law.
In terms of getting a divorce in New York, you can find some helpful information on the NYCourts.gov website.
It states,
(1) Residency: Before a New York Court can give you a divorce, you need to show that you and/or your spouse have lived in New York State for a certain amount of time, without interruption, generally for one year.

You mentioned that you will likely apply for a Work Permit. According to some CIC representatives, starting the application for the work permit will likely start the process to determine whether or not you have lost your PR status.
According to the CIC representatives, it is best if you try to contact the nearest Canadian Visa Office for some additional information.
Also, as you may know, you cannot call the toll-free number from outside of Canada.
However, we have had some of our users previously state that they have been able to contact CIC from abroad by dialing 1 613 944 4000. Listen to the options to get to CIC.
Please note though that some have reported that it did not work for them or that it is no longer working.
You may want to give it a try.
Long distance charges will apply.

If you are referring to the Home Buyers' Plan (HBP), the program that allows you to withdraw up to $25,000 from your registered retirement savings plans (RRSPs) to buy or build a qualifying home, you can find some information on the Canada Revenue Agency (CRA) Website in the Home Buyers' Plan (HBP) section.
Here is an excerpt,
You have to be considered a first-time home buyer
Generally, before you can withdraw funds from your RRSPs to buy or build a qualifying home, you have to meet the first time home buyers' condition.
You are not considered a first-time home buyer if, at any time during the period beginning January 1 of the fourth year before the year of the withdrawal and ending 31 days before the date of withdrawal, you or your spouse or common-law partner owned a home that you occupied as your principal place of residence.
If, at the time of the withdrawal you have a spouse or common-law partner, it is possible that only one of you will be considered a first-timehome buyer.
However, if you are a person with a disability, or you are acquiring a home for a related person with a disability or helping such a person acquire a home, you may not have to meet this condition. For more information, see HBP Condition - Person with a disability.

For a family of 3 it states that you are required to bring $18,097. This is listed in Canadian dollars.
We strongly suggest that you confirm this amount by going to the CIC Website in the Proof of Funds - Federal Skilled Workers section.
It also states that you do not have to show that you have these funds if:
- you have a valid offer of arranged employment in Canada AND - you are currently working or authorized to work in Canada.

We have not made any changes to the content related to the Canadian citizenship requirements you are referring to because they have not been enacted yet.
According to several CIC representatives, it is likely those aspects will come into force by July 2015.
You may also note that on the CIC website, the eligibility requirements are still the same.

Lost Permanent Resident Card Before Exam

We are sorry to hear that you have experienced this. It is true that it is a big hassle to recuperate everything after a wallet is lost or stolen.
According to a CIC representative, if you lost or had your PR Card stolen, you may want to contact them.
They also stated that a valid PR card is not required for the exam, however, you may still want to let them know that it was stolen.
It is also recommended that it would be a good idea to report it to your local police authorities to ensure that no one who may come in possession of your card may use it.
This may also serve as documentation that it has been lost.
You can also find some information on what the process is in the event that a PR card is lost.
Here is an excerpt from the CIC website in the Solemn declaration concerning a lost, stolen, destroyed or never-received Permanent Resident Card (PR Card) section,
"Solemn declaration concerning a lost, stolen, destroyed or never-received Permanent Resident Card (PR Card)
This form is for you if you are a permanent resident who: [...] or •Possessed a valid Permanent Resident Card that was lost, stolen or destroyed but you do not wish to reapply for a new card immediately. You can obtain a PR Card application kit from this site, or by contacting the Call Centre at 1-888-242-2100.
To obtain a Solemn Declaration form (IMM 5451) contact the Call Centre at: 1-888-242-2100.
After you have completed the form, please fax it to 1-902-564-3148 or mail it to the PR Card Processing Centre:

We suggest that you contact the CIC Call Centre to find out if you necessarily have to complete the Solemn declaration concerning a lost, stolen, destroyed or never-received Permanent Resident Card (PR Card) in your case.
