You can find some information in the Application for Canadian citizenship under subsection 5(1) – Adults 18 years of age and older (CIT 0002) Instruction Guide.
Here is an excerpt,
The eligibility period Calculate how long you’ve been in CanadaThe eligibility period is five (5) years before the date of your application. The minimum amount of time you need to be physically present in Canada is 1095 days within the five years immediately before applying. We encourage applicants to apply with more than the minimum requirement of 1095 days of physical presence, to account for any miscalculations of absences, or any other aspect that could lower the physical presence total below 1095 days. You must complete and submit the printout of your Online Physical Presence Calculation. If you have not already completed this step please do so by visiting the Online Physical Presence Calculator.
Note: We strongly encourage you to use the online calculator as it is the most accurate way to check your eligibility. If you are unable to use the Online Physical Presence Calculator, you may complete the How to Calculate Physical Presence form (CIT 0407) (PDF, 1.98MB).
We also suggest that you contact the Immigration, Refugees and Citizenship Canada Client Support Call Centre directly for some information specific to your application.

Thank you for sharing your situation and question with us.
As a permanent resident, you may travel outside Canada after you arrive. However, you must meet certain residency obligations to maintain your status as a permanent resident.
To meet these residency obligations, you must be physically present in Canada for at least 730 days (2 years) in every 5-year period. The 5-year period is assessed on a rolling basis. Immigration, Refugees and Citizenship Canada (IRCC) will look back at your time in Canada over the previous 5 years.
This means that you can spend a total of up to 3 years outside of Canada during a 5-year period. However, if you have been a permanent resident for less than 5 years and decide to leave the country for an extended period of time, it is up to you to prove to IRCC that you will be able to meet your residency requirements.

We have had some of our users previously state that they have been able to contact CIC from abroad by dialing 1 613 944 4000. Listen to the options to get to IRCC. Then you should be transferred to the IRCC Call Centre.
Please note though we are not sure if this number continues to work this way.
You may want to give it a try.

It is true that it is quite confusing, and even a bit unclear.
As far as we know, and from what we have previously heard from ServiceOntario, the,
have applied for permanent residence, and Immigration, Refugees and Citizenship Canada has confirmed that:
- you meet the eligibility requirements to apply
- you have not yet been denied"
section applies to those who have applied for permanent residence through an inland application.
We will continue to look into this to confirm the information we have previously received from ServiceOntario.
You may want to try and contact ServiceOntario again to speak to another representative, or even a few in order to get a sense of what this is referring to.

You may also want to look into some specific information that Immigration, Refugees and Citizenship Canada (IRCC) provides regarding sponsorship when you have met the person online.
In terms of receiving ODSP, you can find some information on the CIC Website in the Guide 3900 - Sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside Canada guide.
It states,
You may NOT sponsor if you…
[...]-receive social assistance for a reason other than disability,
So as you can see it states that you may not sponsor if you receive social assistance for a reason other than disability.

You can find some information regarding this on the Immigration, Refugees and Citizenship Canada (IRCC) website in the Can I sponsor a child who is over the age limit for a dependant? section.
Here is an excerpt,
On October 24, 2017, the age limit for dependants changed from “under 19” to “under 22.” You can sponsor a child who is 22 years of age or older if they meet both of these requirements:
- they have depended on their parents for financial support since before the age of 22, and
- they are unable to financially support themselves because of a mental or physical condition
If your child is over the age limit and is not financially dependent on you due to a mental or physical condition, you may be eligible to sponsor your overage child if you meet all these requirements:
- your application for permanent residence was either:
- pending on May 3, 2017, or
- was received between May 3, 2017 and October 23, 2017
- you had identified your child as “additional family” on your application
- your child was 19, 20 or 21 on May 3, 2017, or on the date we received your application for permanent residence (if received between May 3 and October 23, 2017)
- your child does not have a spouse or common-law partner
- your child is not inadmissible to Canada
Use our online tool to check if your child qualifies as a dependant. If they qualify, you will see specific instructions on how to send us a request to sponsor your child. You have to notify us by January 31, 2018.
You may also want to contact the Immigration, Refugees and Citizenship Canada (IRCC) Call Centre directly for some additional information and for some information specific to your situation.
