Here is an excerpt,
Effective August 1, 2014, Citizenship and Immigration Canada has changed its definition of a dependent child for its immigration programs. A dependent child must be under 19 years of age, instead of the previous limit of under 22 years of age.

Here are some excerpts,
If the landlord gives a tenant notice to end the tenancy, the tenant does not have to move out. The landlord must apply to the Landlord and Tenant Board (the Board) for an order allowing the eviction of the tenant. The tenant has the right to go to a hearing and explain why they should not be evicted.

At the hearing, a landlord will have to prove that the tenant should be evicted. The tenant can go to the hearing to explain why they should not be evicted, even if they have done something that is a reason for eviction.
Even though a landlord proves their case in an application to evict a tenant, the Board must consider all the circumstances of each case to decide whether or not the eviction should be refused or delayed.
and
If a tenant doesn’t leave the rental unit by the termination date in the eviction order, a landlord cannot personally enforce the order (remove a tenant from a rental unit or change the locks). See the section called Landlord cannot lock tenant out of the rental unit on page 2 for more information. An eviction order can only be enforced by the Court Enforcement Office (the “Sheriff’s Office”).
The Board does not enforce an order. The landlord must file a copy of the Board order with the Sheriff’s Office to have the order enforced. The Sheriff’s Office will charge the landlord a fee for the enforcement of the order. Further information about enforcement can be obtained from the Sheriff’s Office.
We strongly suggest that you contact the nearest Community Legal Clinic for some information regarding what your rights and obligations are in this situation.

Regarding your first question, according to the Ministère de l’Immigration Diversité et Inclusion (Information service), that we have previously contacted, they stated that even though you have received the CSQ, once you have gone through the landing process, as a Permanent Resident of Canada, you have mobility rights, meaning you can live and work anywhere in Canada.
We suggest that you contact the Ministère de l’Immigration Diversité et Inclusion Centre de contacts clientèle (Information service) at:
+ 1 514 864-9191
to confirm this information and for additional information based on your own situation.
Regarding your second question, according to the Guide 3900 - Sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside Canada - Sponsor Questionnaire (IMM 5540) that is specific to this question it states,
Check the appropriate box to indicate your highest level of education and provide the number of years of study completed.
From the information we have received previously, you must include the number of years that corresponds to the highest level of education.
Regarding question 8, according to the Guide 3900 - Sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside Canada - Sponsor Questionnaire (IMM 5540) that is specific to this question it states,
Question 8
Check “Yes” or “No” to indicate if you have resided in countries other than Canada.
If you answer “Yes”, provide the following details:
-Country -Address and telephone numbers (in the country where you lived) -Period of residence According to some IRCC Call Centre representatives, all they can state is that you provide as much information as you can and that you answer to the best of your ability and as logically as possible. They stated that if you need to provide an accompanying letter to provide an explanation of the information or provide an explanation for any gaps or missing information, then you should.
Once you return to Canada, you may also want to try to contact the IRCC Call Centre to confirm this information and to see if they can provide you with some information regarding this type of application process.
You may also want to contact a lawyer who is familiar with Canadian Immigration issues if you require additional assistance with your application.

Regarding your statement,
Him sponsoring me (he is on ODSP) - I have researched and am under the impression that he is able to sponsor me on ODSP, however does this mean it is less likely they will accept it? He doesnt have his own home, he lives with his family but there is more than enough space for me and him to live there, as I have already stayed with them all. They have welcomed me with open arms to live in their home if I wish to.
He can sponsor you as long as he does not receive social assistance other than for reason of disability. ODSP is social assistance based on disability.
Regarding your question,
I guess my biggest question is... do I get the ball rolling and book the CELPIP test and begin my skilled worker application OR should my partner sponsor me? Which would be the best route to go down?
Unfortunately, it is not possible for us to tell you which path you should choose.
In terms of applying for Sponsorship or Express Entry, you will have to weigh the pros and cons of each.
In both cases there is required information that you must provide. It may be helpful to compare the document/proof requirements for both to see which may be easiest for you both to provide.
You may also want to compare the estimated timelines provided by Immigration, Refugees and Citizenship Canada (IRCC).
Looking into what type of information/documents are required for each one and the timelines for each one may help you make a decision regarding which is the best route for you both.

When you can’t exchange
You cannot exchange:
- a driver’s licence from a country that does not have an exchange agreement in place with Ontario (it is not listed in the section above)
- a learner’s permit or novice-class driver’s licence from another province, state or country
- a motorcycle class driver’s licence from Japan, Korea, Germany, France, Great Britain, Austria, Belgium, Isle of Man, or Republic of Ireland for a Class M Motorcycle licence, because the exchange agreements mentioned above do not include motorcycle class driver’s licences.
You might still be able to fast-track and get credit for previous driving experience.

You can apply for a permanent resident travel document if you:
- are a permanent resident,
- do not have a valid PR card showing your PR status,
- are outside Canada, and
- will return to Canada by airplane, boat, train or bus.

to find out where to submit your application, you need to select the country you will be applying from (you can choose your country of nationality or the country where you have been legally admitted.
As you can see, it states that you can apply for a permanent resident travel document if you are outside Canada.
